Hundreds of water managers, experts, academics and thinkers will meet next week in Las Vegas at the Colorado River Water Users Association annual conference. Some of them are discussing a somewhat radical idea: splitting the water between upper and lower basin not at a fixed 7.5 million acre-feet each as outlined in the 1922 compact, but an even half and half of whatever the flows are in a given year โ non-stationary guidelines that allow for adapting to less water overall.
