Sir, Trevor Phillips (Aug 14) writes of German and Canadian initiatives that encourage refugees to return to their home countries. Here in Britain, Refugees as Re-Builders, a programme run by Initiatives of Change, a non-governmental organisation, has trained 166 refugees in skills needed in the UK
