The Bush Administration should consider a Global Free TradeAlliance (GFTA) as a complementary part of America's existing tradeagenda of promoting free trade by any means. The GFTA would offerfree trade among the U.S. and other nations that have ademonstrable commitment to free trade and investment, minimalregulation, and property rights-on the one condition that theyreciprocate this access to the U.S. and the other GFTA members.
