St. Helena is a city of 6,100 people in an area with more than 400 vineyards. It’s also where housing policies have concentrated Latino residents on the east side while a more affluent, white majority lives on the west side.Josie Norris / The Chronicle 2019
Marcus Kirkwood was riding his bike through St. Helena last month when he noticed a man take a photo of him from the sidewalk.
Kirkwood at first wrote it off as poor timing. Maybe the man was taking a picture of a house across the street. Kirkwood turned his bike around and asked. The man told him he often took photos in St. Helena of things that he found “suspicious.” He meant Kirkwood.

The St. Helena City Council on Tuesday appointed Rosaura Segura and Marika Rothfeld to two vacant seats on the Planning Commission.
Segura is an immigration consultant, grapegrower and former chair of the Napa Valley College Board of Trustees, with deep ties to the local Latino community and a history of advocating for farmworker housing.
Segura ran for St. Helena City Council in November. Her term on the Planning Commission will expire in June 2024.
With the city undertaking a comprehensive update of its zoning codes, ânow may be the most important time ever to examine how we can create a full-spectrum community, one open to people from all walks of life, income levels, ages, genders, orientations and ethnicities,â Segura told the council.
