that is the subject of this evening's talking points memo. 125 special u.s. forces have evacuated the country of yemen because terrorists there are running wild. last september president obama called yemen a success story? fighting the war on terror. obviously things have changed. to yourtunisia, authorities have arrested terrorists after 23 people massacred in the city of nai -- tunis. syria isis controls thousands of square miles trying to depose the assad regime. more than 200,000 people have been killed in the syrian conflict and finally in iraq at least 19 people were killed today after three separate terror bombs exploded in baghdad. that country is now seeing fighting between isis and iranian-backed militias. total chaos in iraq. so you can see that president obama's policy of nonengagement in the middle east is a disaster. tomorrow, the president meets with the president of the afghanistan who is pleading with him to leave a substantial american force in that country in order to keep the taliban terrorists from taking over. mr. obama is expected to grant that request. now, in the waging of any war, you must have a strategy. and that's the problem. there is no strategy to fight isis. al qaeda. and other jihadist groups. once again the president points to a fan thom coalition of 60 countries which exist only on paper. last month, secretary of state john kerry was confronted with the dismal situation. >> are we winning right now? are we actually winning and our goal of diminishing and eventually destroying isis? >> well, i believe we are on the road to. yes, i i absolutely do. and i think the evidence is not in my saying it but it's in the facts of what is happenings. mr. kerry is living in a dream world if he he thinks isis and the other folks are close being defeated. the president only has iran as a possible victory. the deadline for the latest nuclear weapons negotiation is next week. mr. obama wants the framework of a deal. no question about it. but the iranians understand they have the stronger bargaining position. but the wharton terror raging almost out of control in the middle east the president obama doesn't get a deal with the mullahs, he will look like a total failure. to be fair the president inherited a very messy situation from president bush. but there is no question. mr. obama made the situation worse. by a series of tactical blunders including moving all u.s. troops from iraq. how on earth isis could gain incredible power without president obama doing anything about it at all is almost impossible to believe. the jay vee comment will haunt the president forever. so now it's time for the obama administration to admit what's happening. and to finally get a strategy to defeat the jihadists. and that's the memo. now for the top story tonight, reaction. joining us from washington charles krauthammer. so where am i going wrong here, charles? >> in the main you got it right but i will correct you on a few details. the first about iraq situation, the mess that was supposedly left by the bush administration well, david petraeus said in an interview friday in the "the washington post," a very important interview incidentally that in the -- that the surge obviously had succeeded and when it ended in 2008 and 2009, there were three years of stability as they were able to hold on to their gains. so what happened at the end of 2011, barack obama decided to liquidate our presence and as a result, internally the country fell apart, and as a result the iranians, the nature abhors a vacuum so does politics the iranians have come in. when you heard the cia director early in your talking points mention the fact that isis is being slowed or stopped or stymied in iraq, that is not by us. that is by iran. iranian troops, iranian commanders. iranian, well, iraqi shiite militias, which are. >> under the control of the iranian commanders. >> customs. who is the head of the revolutionary guards. and as the foreign minister of saudi arabia said iraq is being handed over into the hands of iran. that's the -- that's the obama policy. >> that's next. >> he does have a policy. >> iraq will be a sphere of influence for iran. but you would have to think that either the president of the united states doesn't understand what's happening in the middle east or he doesn't care. >> there can't be any middle ground. he just doesn't understand it or he doesn't care that the place is going up in flames. what do you think it is? >> well, he does have a very strange serenity about the meltdown, fact that we are being driven out of our last in yemen. we had to evacuate the embassy in yemen a year ago. vawnkt the last troops today. we had to evacuate few months ago, that iran is now taking our place in iraq. he does have this sort of strange detachment but i think he thinks this is again reality and against what everybody in the reasoning is thinking that he has a strategic genius and that the iran nuclear deal is not just intended as you were implying as a distraction from the failure in the war on terror, but it is a solution to our losing the war on terror. he thinks that he is going to do a nixon to china. he is going to be the man to develop the understanding, the condominium with iran to rub the arab -- run the middle east. we will join with them. we will recognize their presence and dominance in iraq and syria and lebanon and now in yemen and that will be the reward for having cut a deal with us on nuclear weapons. >> but that's impossible because if that were ever to come true we would alienate august of the sunni nations like saudi arain yanches awflted nations that are egypt that are allied now with the united states, president obama betray all of them by giving iran more power. >> that's exactly what he is doing. >> but wait wait wait. surely he has to know that if what you are say something is true, if his vision is i'm going to sign a deal with iran on nukes and it's going to be favorable to iran and they are going to give me equal partnership in running the middle east, if he thinks that could ever happen that's insanity. that's not bad policy. that's insanity. >> well, you talk to anyone from saudi arabia, from the emirates from egypt, of course the israelis anybody in the region, and they are the ones that are saying what i'm saying, that they are being betrayed. >> it's so crazy. it's so crazy. if that were to be true. i'm sitting here going i can't believe that president of the united states would think that that kind of change, a balance of power in the middle east wouldn't result in maybe world war iii. >> but this is exactly what he is doing in the region. this is exactly why the gulf arabs have their hair standing on end and on fire. they are being betrayed. they know it they are looking for allies. and ironically, they are now in a de facto alliance, egypt, the gulf states, the jordanians with israel because all of them are looking at the white house. they are looking at the strategic genius in the white house who, incidentally said a few months ago i don't need a george owe kin anyone he is going to be the great strategist. like you will they are agas at what he is doing. thinking he is going to pacify the middle east as a partner of iran. that's what we are seeing in front of our eyes. >> if that's true, that is just absolutely off the chart. i mean, look, we are speculating here. charles and i are speculating here. but there is unbelievable turmoil here in the middle east in almost every single country. that's fact. last word. >> last word is that obama said late last year in an interview with npr that he wants to see iran, if it accepts a nuclear deal it could be a successful regional power. if you are a saudi and you hear that what could do you do? >> not very good at all. they are not inif as at the sim mall. he knows how to run senate campaign. his two problems even conservative republicans who agree with him believe he would be likely to lose a general election candidacy to hillary clinton. >> why? >> and second because is he seen too far to the right. >> give me an example of a policy that senator cruz espouses that would alienate that would alienate moderate voters? >> almost all the social issues, he is very conservative on the social issues. that gets rid of a lot of young people right there. a lot of women, a lot of minorities. even though he is hispanic you need to be able to crack the latino vote and just being hispanic is not going to be enough to crack latinos. >> do you see it the same way, mr. cusack, i still don't know about what senator cruz's policies would turn off the mass electorate. >> i give him better shot. 10% chance that he can win the nomination. his problem is not the right. is he tea party darling. it's the center right. he has upset a lot of kingmakers in the republican party. i'm not sure he can raise the money and can he beat hillary clinton? jeb bush does not need to make the case that he can beat hillary clinton. ted cruz needs to make that case. that's what the g.o.p. kingmakers want. i think his obamacare strategy that led to the government shutdown had a big role in it turned off some republican voters. >> do you really think that the voters are going to remember all of that? i'm not -- look ted cruz is a conservative, okay. but we're coming off barack obama who is very liberal most liberal president in the u.s. history. hasn't really worked out. okay. so why wouldn't ted cruz then, doctor, be -- have an appeal you know what we tried the left wing thing it didn't work. maybe we try the right thing now. >> with a 44-year-old first senator who doesn't have much experience? but it's not one hour out of the day. >> but it is on fox news. >> no it isn't. you have to back it up. we did the arc up. and every host has conservative liberal challenge this that. look, and the rancher thing, i will get to that in a moment. rebut that point. >> i'm not arguing that they don't have debates. fox has debates. >> we don't watch any stories. benghazi you don't hear about. irs scandal you don't hear about. you hear about it here. there is not a liberal story or conservative story that we white wash. weave do everything. >> like i said the other night, there is a lot more to fox than this show and the few others that you mentioned. my third and final point, after i was on thursday night i got a lot of reaction from conservatives and it was overwhelmingly positive. but i want to say that i understand the people who disagree with me. i understand their you're frustration. because they correctly say correctly that liberal media don't respect their values. >> that's for sure. >> absolutely true. right?
