A group of Wisconsin inmates is seizing a second chance after they worked to have a certain skill to take advantage of after they get out from behind bars.
Generally, the unemployment rate for people who have been incarcerated is sky high. But the men who graduated recently with a welding fundamentals certificate from Milwaukee Area Technical College, or MATC, will almost certainly not have that problem, Milwaukee Neighborhood News Service reports.
