Correctional officer arrested on sexual misconduct

PORTSMOUTH Scioto County Sheriff David Thoroughman announced that on July 14, 2021, his office received information regarding possible sexual misconduct involving a male correctional officer and a female inmate.
After receiving this information, the Sheriff’s Office launched an investigation.
During the initial steps of the investigation, detectives were able to determine that sexual misconduct was taking place between the correctional officer and a former female inmate. The correctional officer was immediately placed on Administrative Leave pending the completion of the investigation.
On Friday, July 23, 2021, the Scioto County Grand Jury indicted Correctional Officer James Layne IV, age 46, of Franklin Furnace, Ohio. Layne IV was indicted on the criminal charges of Sexual Battery, a felony of the 3rd degree, and Dereliction of Duty, a misdemeanor of the 2nd degree.

PORTSMOUTH Portsmouth Police Chief Debby Brewer and Scioto County Sheriff David Thoroughman announced that seven people were arrested, and suspected drugs were seized, during a law enforcement operation on Thursday, April 15, 2021, at approximately 3:19 p.m.
The Portsmouth Municipal Court Probation Department, assisted by the Southern Ohio Drug Task Force, Portsmouth P.D. S.W.A.T., and Ohio Adult Parole Authority, conducted a probation visit at an apartment located at 1902 Apt. I Kendall Ave. Portsmouth, Ohio.
Upon entering the apartment, officers identified and apprehend 20-year-old Michayla Storm Weaver of Grandview Ave. Portsmouth, Oh. Weaver had an indictment for her arrest, issued by the Scioto County Common Pleas Court, pertaining to felony drug charges. 57-year-old Richard E. Scott of 7th St. Portsmouth, Oh., was arrested on a warrant for violating felony probation, issued by Scioto County Common Pleas Court. 4

Former Portsmouth city councilman Michael Mearan – who faces 18 charges related to sex trafficking – took on new clients at his law practice in violation of a condition of his bond, prosecutors say.

In a Wednesday court filing, state prosecutors Jennifer Rausch and Joel King requested Judge Patricia Cosgrove revoke Mearan s bond for failure to comply with the conditions set during his October arraignment, when he was charged with nine counts of promoting prostitution, five counts of compelling prostitution, three counts of human trafficking and one count of engaging in a pattern of corrupt activity.
