"This seems like we’re back where we were… But I do appreciate that the (new) study will look at improving beach access for people with disabilities,” said HBAC chair Nancy Stiles.

The Sand Sculpting Classic kicks off the fun, followed by Country Fest, headlined by country star Chris Janson on July 13.
