It was finally ratified by the requisite number of states on may 7, 1992, 200plus years after it was originally sent out by congress. It has to do with congressional pay. 15111 the subsection you are referring to says classes that include the history of a subgroup. That would suggest a class in mexicanamerican history. That is not just including, but about that. And it is likely most of the students would sign up for that would be mexicanamericans, and that seems to run afoul of subpart three.
