Congress should fully examine the benefits of the FFDO program and seek to continue the program in full funding.

Protecting the nation against terrorists, transnational crime, andenvironmental and economic threats requires money, time, andeffort. Improving the infrastructure and programs that oversee andsupport lawful trade and travel should be funded first. Investingin internal enforcement and working with point-of-origin countrieswill probably offer a greater return on investment than willemphasizing interdiction at the border.
