allege abuse. he wanted to handle it in a transparent way. that revelation then sort of set fire to the situation. and now what we have is a national scandal engulfing germany that is in in ways very familiar with the pattern of earlier scandals in other places such as united states. obviously,the new element in the german story line, ali, is, of course, this question of the pope s own rule as a diocese and bishop in the late 70s and early 80 sglz this is where the question comes in. maybe i didn t follow this up and understand whether something wasn t made very clear, certainly in after we went through this in the united states. and that is, the similarities are that someone was found to have done something inappropriate and was shuffled about or somehow protected, moved to another place, may have then gone back into getting involved in inappropriate activities. is there something clear? has the catholic church made it clear as to what you re supposed to do if you re in charge of
self-executing rule which will then deem the senate bill to have been passed. but not ever having had an up or down vote on it this is alice in wonderland stuff. this twilight zone. as i read article 1 section 7 of the constitution, it says a law shall have passed the house and the senate. not shall have been deemed to have passed. it s because here the democrats are about to change the sixth of the american economy and demanding ostensibly up or down vote but are so unwilling to actually have it voted on that they want to have it deemed accepted in a vote on the rule. it s because members of the house look at this as so toxic, so noxious themselves they don t want to have their name on it they don t want to make history. i think. they don t even want to have an up or down vote on the bill. part of it is anxiety on the part of house democrats who
on it? reporter: well, they would do this through the rules committee, it s a practice known as deeming or what s called a self-executing rule. congress has been doing stuff like this for hundreds of years, and back in the 70s and 80s it got kind of acute. in the rules committee of the house, completely controlled by the majority in this case the house democrats can essentially say that when they put together the language to deal with the reconciliation package, the package of fixes, they can deem that the senate bill has already been passed by the house. that issue would have to be voted on, but the senate bill itself would never get a roll call vote. it would have been concluded to have been done sort of ipso facto, after the fact, jon. republicans consider it to be a big, big abuse and yet another illustration of the democrats attempt to do anything and use any means necessary in order to jam this thing through. and, of course, nancy pelosi and harry reid, the two top
aren t sure that the senate will, in fact, keep its promise as part of the reconciliation to make the changes that they promised. so the ways doing that two step. house votes and once the house votes, then the senate gets to consider and make the possible amendment. under the slaughter deal, the house wouldn t have to make take that step. they could say no, we were just looking at the rule and they could hold it in awayance. juan, juan. if republicans were doing, this you would be doing a war dance on the table. you would be so mad what they are doing. it s hard ball. it s politics. it is hard ball. i will concede one vote to you. obama will get dennis kucinich s vote this time. bret: what happens if the house and senate parliamentarian says listen with something like this you can t do the slaughter rule. you can t deem it to pass? in the senate the vice president can override that and in this case if they are playing hard ball, come on, that would be. that slaughter thin
security or medicare did something for the american people. bret: senator mitch mcconnell the minority leader in the senate says you will be history if you vote for this bill, charles. i was just smiling. i wasn t laughing outloud. i was being polite. the guy will have to be remembered because he won t be around. look, the reason that pelosi sounded relatively uncertain is because there are two problems. do you have enough votes in the house to pass the senate bill as is? and i think she may not. and that s why they are talking about the slaughter solution, named after the chair of the rules committee. bret: louise slaughter and her idea is that you pass a rule how you treat a bill in the house. then instead of passing the senate bill itself, you pass amendments. and what you do is you include in the rule itself. this is a little bit complicated, but you include in the rule what s called a
