U.S.-Russian Energy Cooperation Is Good Policy
A concurrent resolution that calls for expanding energy cooperationwith Russia would be an important first step on the road to U.S.energy security that would have the additional beneficial effect ofundermining the power of OPEC to dictate supply and prices in theoil market.
