Gov. Asa Hutchinson has appointed Mitch Rouse, chief legal counsel for the state Department of Transformation and Shared Services, as the department's secretary, Hutchinson announced Monday.

He replaces Amy Fecher, who will become executive director of the Arkansas Public Employees Retirement System on July 1.

He follows Amy Fecher, who had overseen the department since 2019, when the role was created under a reorganization of state government.
