Intended to standardize the process for assessing greenhouse gas (GHG) emissions by major “industrial and fossil fuel” projects, the GAP Rule aims to create a consistent method for evaluating GHG emissions and a process for imposing mitigation measures. The GAP Rule would implement the Washington Clean Air Act and the State Environmental Policy Act (SEPA) during the environmental review process.
