I it may make sense for big business but Small Business gets talking up. You have to have institutional reform so that you force government to do this. Sunsetting regulations, for example. It forces the elected officials to say, does this still make sense . In terms of whats changed in technology and the economy, should we still be doing this . Is this a better way to do it .
