Officials told NBC5 the buildings were evacuated as a precaution after a construction truck hit a gas line just after 10 a.m. on Wednesday.

All of the units in the Village Center apartment building are affordable homes, and six of the units are reserved for households facing homelessness.

"This is what makes Vermont beautiful; all of us coming together as neighbors, as community members," said Merdzanovic.

"Natural rock outcroppings, whether it's here, at Rock Point, at the Gorge, runs a certain level of risk so enjoy the view, don't get injured by the view," Deputy Chief Terry Francis said.

"The expectation within our community is that this type of behavior is not tolerated," said Filipek.

"It's about finding each other and finding that community, and that's what this farm has been for me."

Currently, the money for the program will come from the state's education fund, costing taxpayers $29 million more dollars per year.

"Inside these mobile exam centers is $4,500 worth of free exams that you get to learn more about your own health," said Dixon.

"The whole essence of this shared service is it dramatically reduces the overall parking load [on the city]," said Weinberger.
