The city denied Zenith's Land Use Compatibility Statement in August 2021, then approved it in October 2022.

According to an audit released Wednesday, the Portland Fire Bureau's community programs need leadership and guidance.City Auditor Simone Rede said in the audit,

"Though we have disagreed on process, I really appreciate our commitment to the outcome."
