Parliament clears 71-year-old frail Mutebile, Ochola for new terms

March 15, 2021 Bank of Uganda governor Emmanuel Tumusiime-Mutebile Prof. Emmanuel Tumusiime-Mutebile last week stealthily made his way into the parliament’s appointments and vetting committee to defend his re-appointment as governor of the Central Bank, with security personnel ensuring that media and the public did not even catch a glimpse of him. The 71-year-old economist has been at the helm of Bank of Uganda (BOU) since 2001 and in January, President Yoweri Museveni reappointed him as governor for the next five years pending parliament approval. Sources in the appointments committee described Mutebile as looking physically weak but mentally sharp.  The appointments committee chaired by speaker Rebecca Kadaga convened in parliament’s conference hall adjacent to the president’s office to vet Mutebile amid tight security. March 4, 2021 Road repairs on Tufnell drive Very many areas of Kampala city are currently undergoing major infrastructural development changes as Kampala Capital City Authority (KCCA) seeks to solve the transport and drainage problem as part of the roads improvement and reconstruction programme. ERNEST JJINGO traversed several areas of the city and through interviews and observations; authorities have their work cut out by the limited resources. On February 23, The Observer tweeted about the traffic mess on Tufnell drive near its offices. The poor state of the road was compounded by a drainage spillage that was leaving many motorists with vehicle damages. The following morning, KCCA swung in action with a fleet of graders and compactors to start repair works. After cutting the old asphalt, the KCCA team filled the holes with gravel.

Advertisement Kampala Capital City Authority (KCCA) has embarked on an exercise to repair city roads that are in a sorry state. The move by KCCA is to make City roads motorable and reduce on peak hour traffic congestion, which has persistently affected the city dwellers mobility and productivity. It should be noted that 75 per cent of the 600km of paved road network has outlived its design life and is exhibiting failures such as potholes and edge distress.
