Though congress has been able to fund for a longer term period, many parts of the u.s. government, but they did not get it all done, and thats where this threat of a shutdown could come into play. it would not be for the entire government, but would be for portions of it, but it gives the president a bit of leverage because he would have to sign any short-term spending gap that the congress would try to put through in order to avoid a shutdown, which we have seen as politically bad for everyone....
