Emerson’s Cleared. Now What?  The City’s after-action report from the closing of a camp on Emerson Avenue could guide future closures on City-owned right of ways On June 23 the Bend Police Department, in coordination with social services agencies, closed and cleared Emerson Avenue, where 40 to 50 unhoused people were living on City right of ways, using a City policy uniquely tailored for Emerson that could guide how unhoused encampments are swept in the future. At the Bend City Council meeting approving the policy on June 2, Councilor Anthony Broadman called it a “dress rehearsal” for problems in the community, as the number of unhoused people continues to increase yearly.

Wildfire near China Hat Road raises questions about homeless camp evacuation plans

On July 18, the Swamp Wells Trail Fire ignited off of China Hat Road roughly nine miles south of Bend. The fire grew from two acres to 64 acres overnight, and fire officials warned that it had the potential to grow rapidly.  It didn’t, and firefighters were able to quickly contain it. The location of the fire, however, raised troubling questions for some homeless service providers, as China Hat Road is the location of one of Bend’s largest homeless camps. For example, what if the fire had rapidly spread toward the woodland camp? And since many homeless people lack access to phones and internet, where fire warnings are typically issued, how would camp residents be promptly notified? And for those without vehicles, how would they evacuate?

Almost forgotten: Living and dying homeless in Central Oregon

The day was like any other. Ralph Salisbury and his dog Cassy were on their daily run through the Deschutes National Forest one early morning in May when Salisbury saw the truck belonging to William “Bill” Stanfill Jr., a homeless Marine he had met roughly a year before parked in the woods. The first day they met, the 76-year-old Sisters resident took Stanfill out to breakfast. As time passed, Salisbury invited Stanfill into his home, and even introduced him to his neighbors. But a few months after they met, the two had a falling-out, and Salisbury didn’t see Stanfill for more than a year. On that day in May, when he saw Stanfill’s truck, in the woods, Salisbury got a feeling.
