Testifying before council, Steve Dellinger of Hanover Engineering explained that the zoning ordinance only allows a home located in a forest residential zoning district to be used as a guest house or bed and breakfast if the property owner requests a conditional use hearing and if the council approves the use.
He added that one of the listed requirements for a guest house is that the property must have public water and sewer facilities. The property in question does not meet that requirement.
Borough resident Stan Alekna noted that Section 14-2604 of the Code of Ordinances requires an applicant for a conditional use to prove that the proposed use will not detract from the use and enjoyment of adjoining or nearby properties.
