It goes down to a zip code level, allocation of federal welfare dollars, federal highway dollars, all of the spending. does have the second order consequences. second quarter is who gets how much representation in congress and while the constitution is very plain, the purpose of the census is to count everybody, of course they had probably slavery in mind as they were talking about that. but it is to count everybody not just citizens. its also not an unreasonable or racist or unfair or unkind po...

So i think some of these issues will need to be sorted out, particularly in the senate side where they are very sensitive to the effect, not just on an individual district but on an entire state. what the is going to be the effect for the entire state population in places where maybe they do get rid of essential health benefits and thats something very popular. people in that state want or need them or believe that its important to have them. i dont believe these issues will be just as easy as s...

Well count them. weve seen strange shifts before. pennsylvania was coming in blue most of the night. it switched late. it is still a one-point race. its still very close. inside the trump campaign, they think they have this -- theyve been checking with their people. they think its done. you ask the democrats where the votes are going to come from. there is a little here. a little left there. well wait. well keep counting. we want to be cautious about this. but again, its a small lead -- >> 60,00...
