bancroft avenues. 2 people were shot. one is in stable condition. the other debt city council members and other community leaders held a vigil at city hall for all of those impacted. i'm a woman. a mom. i have been. >> i'm a victim of violence myself. i know it's scary. >> and i want our residents to know that the city council is absolutely committed to eu council president nikki fortunato bass also visited bella vista park saturday. >> there she spoke with people who are concerned about their own safety. people are fed up. >> and i have to say that it was also very good to talk with people about how committed they are to the city. guns are the route that this violence that we're seeing. and so we have to work at every level to get guns off the streets. meanwhile, council member dan called spent time in bush tried park. he wasn't a similar stories of fear and frustration. are at constant nations fear, it's not just in one or 2 or 3 neighborhoods that in most, if not all say they're seeing an uptick in residential burglaries. >> at least 35 happened in the city so far this year. police say in most cases the burglars have been entering through the back of people's homes and then they steal jewelry and purses. officials are advising residents to lock your doors and be vigilant in petaluma. police have arrested 3 people in connection to a string of burglaries at sporting good stores across the north bay. the trio are accused of stealing from dixon's santa rosa, roseville and petaluma in the most recent case, police say the 2 men and a woman still a number of football jerseys worth more than $1500. all 3 were arrested this morning during a traffic stop. more than $10,000 in merchandise was recovered. >> also in petaluma woman was arrested on suspicion of dui after crashing into a business last night. according to petaluma police, the woman was attempting to reverse when she backed her vehicle all the way into the adobe beverage and deli. police say she was placed under arrest after displaying signs of alcohol impairment. unfortunately, the front of the store does have some significant damage. we want to get you a check of your 4 zone forecast we take a look, you can see future cast showing you right here. that fog cast 10. 45 are still going to see some foggy conditions, especially near the coast in half moon bay. and even in san francisco. so to 30, that's going to let up just a little bit on the coast. but we're not going to be out of the woods yet. so i think fog is going to be a lot like it was today. we're still going to be dealing with the fog. unfortunately. now models do show a sprinkle or 2. i want to be over. dramatic. a sprinkle or 2 could happen tonight from 11 all the way till 10. but as we take a look at the numbers because so important, look at the data you can see it would be a sprinkle or 2 wouldn't actually register. but you know what? want to make sure you have no surprises. so we're still going to be watching that fog tomorrow. we're still going to watching for a drizzle or 2 temperatures today. they were nice. you can see it above average for places like livermore averages we're looking at 86 as we top off the evening. so those warmer temperatures for you. but really the big story is what's going to happen this week it's going a little bit cooler right here. this is going to inland. 86 the bay 69 in coast, as you plan your sunday and taking a look at that work week. you can see we're going to be the 80's. so temperatures are going to go back to seasonal. but what about next weekend? show here in san francisco. this was a look above our station this afternoon as the blue angels soared across the sky. >> today marks day 2 of the fleet week air show. there's one more full day of festivities. hopefully a more visible show of for folks tomorrow. kron four's gayle ong joining us live. she's been hanging out in the marina district. all day. gale, were you guys able to see glimpses of the blue angels? at least? >> from my vantage point here at marina green card, you can see a little bit of those jets peeking through the clouds, which is pretty cool to see. but you can certainly hear through the afternoon. the annual fleet week air show brought thousands of people to marina green park saturday. but this year, the event caps spectators guessing. i think they're >> because it's like we can't really see anything right now. but last year we got to see amount of the flips in and everything the show was put on a brief weather hold as a marine layer blanketed the san francisco bay. this man giving a nickname for the blue angels. fog usually where garrett daily at. if we're up there now, it might get a little bit of blue. now they've been here. years is feels a lot like san francisco. shouldn't be this disappointed by the fog rolled in throughout the afternoon. but people were in good spirits. i've been coming here with my dad and my family for a really long air show along with all of the san francisco, maritime national historical park in those parts of the base of russian hill. that map there showing you all the different parks. but if the fog is overnight. and this happened at the uc berkeley campus. but as kron four's philippe djegal reports, university confirms none of the victims are students. >> as the night was winding down with a late night snack at a berkeley pizza parlor. witnesses say the popular area telegraph and grand avenues for college students was shut down just after one 30 saturday morning surrounded by police and littered with evidence markers. crime scene tape and cars pierced with bullet point. it's kind of day and you gunshots like down the street from where you say a fight broke out. 2 byard and more people wounded, all believed to be young men. uc berkeley says none are students, but one of them eventually died at a i mean, the whole street, it was this crazy. it was like everyone was everywhere. all. he went on to say the time for thoughts and prayers. his past the time for action is now. >> oakland police are asking for help locating a missing teenager. 14 year-old ingrid fernandes was last seen yesterday morning around 10 along the 9300 block of olive street in oakland. this is picture of her that was sent to us by police. she was wearing a red and black shirt and blue jeans. she's 5 >> taking a look at sunday again, we'll see that foggy start just like today, maybe even more aggressive this morning and tomorrow morning as well. so make sure to wake up with us because we're going to see that dense fog again, as we roll into the week, we're going to see those seasonable temperatures. so really it's going to be at the fog. and if you get a drizzle or to fog cast showing you the ball should be gone around 11 o'clock. but take a look. podcast showing you at 12. 45 tomorrow. you're still going to see some foggy conditions right here on the coast. and that's why we're watching it because of fleet week right here in san francisco, even at 2.45 some places on the coast. yeah, they can still be foggy. so that's the top story we're going to watch out for you as we take a look at that forecast for tomorrow. again, it's going to and drizzle a sprinkle or 2 and that foggy start really what we're watching temperatures not going to be bad, though. that's the good news. 69. we're going to take it. the big picture shows you as we take a look at tomorrow and the rest of the week, it's going to be dry for the most part. once we get this drizzle are 2 potential out of the way. so we're going to see dry conditions. seasonable temperatures. so they're going to drop down compared to last week. taking a look at your temperatures right now can look any better. it's breezy, but hayward. 57 san jose. 64 in vallejo. 61. we're in the 50's on the coast. so temperatures not bad. but what about tomorrow? that's the million dollar question, right? this high temperature showing you it's going to be hot. i don't think it's going to be as high as it was morgan hill, we're looking at 87 livermore, 86 in antioch, 86 up to the north. you can see santa rosa. 75 and even on the coast. i think san francisco, maybe 70 to 69. we're in that range for you. not too crazy. half moon bay. we're looking at 59. so you can see right here with a 7 day forecast. what we're really watching again, as that can be that fog tomorrow. i'm working too you can hold me accountable to that hour by hour. things could but really what we are watching is that fog forecast for everybody. i blue angels are not the only aircraft they're performing during fleet week. there's one plane in the air show that's operated by the u.s. marines. kron four's stephanie land caught a ride on the beloved fat albert. >> with the strength and size that could carry you to mount olympus and back. they called the super hercules this massive plane might not be the first that comes to mind when you think of the blue angels. but it can also take you to heavenly heights. >> highs, i've seen this particular front there from those 35,000 feet. >> lovingly known as fat albert. this jumbo jet is mission critical to getting san francisco fleet week off the ground. we also get the incredible opportunity to start off the demo. most shows for our jets. take a look at the body of this plane. fat albert was named after a children's cartoon because of its rounder size and shape. and i absolutely love it. flight engineer lauren song, part of the crew taking us into the friendly skies today. that hour is still a part of the blue angels. but we're all marine crew. her enthusiasm is contagious is an incredible opportunity able to fly all the different places that would do. this is the view on board and there's plenty of room essential space to carry all the people and hear the blue angels need. >> from show to show just moments after takeoff. the plane hits a 45 degree. klein. >> really to bills into law. this past legislative sessions. san francisco senator scott wiener is highlighting some of those new measures addressing transgender rights and assault survivor protections. senate bill 107 makes california the first state in the nation to offer refuge to transgender teenagers and their families. the measures designed to protect families with transgender children under 18 from criminal prosecution. if they travel to california to get gender-related health care. >> that obviously it's it is criminalizing these families for just trying to support their kids. and so what we decided was california should be the state of refuge that those parents of those families feel unsafe and feel the need to come to california. we're not going to send them back. we're not going to honor subpoenas. we're not going to enforce this horrible laws. we're going to make them feel safe here. >> about half a dozen states have introduced or passed legislations against the transgender community. meanwhile, we are also pointed out senate bill 12. 28, it's meant to protect assault victims and survivors. the new law prevents police from keeping dna from rape kits and using it against the victim in any other cases, the dna can only be used to track down the perpetrator of the assault. >> we want to encourage assault survivors to come forward and provide this evidence so that we can prosecute the perpetrators. >> both bills will go into effect on january. 1st. >> today marks 5 years since the tubbs fire killed. 22 people and devastated parts. napa and sonoma counties as we check north korea. what japanese officials are saying about >> welcome back. today marks 5 years since the deadly tubbs fire at the time it was the most destructive wildfire in california's history. more than 20 people were killed and more than 6,000 homes were destroyed. >> kron four's camila barco reports in the north bay where many are reflecting on the frightening day. >> on saturday morning, dozens of people showed up to coffey park in santa rosa on the 5 year anniversary of the 2017 wildfires. it's a neighborhood burned by the tubbs fire and a place john and sylvia lz and debbie have called home for more than 20 years on october, 8th, 2017, they evacuated their homes after smelling smoke and finding other houses in flames. we didn't grab much. just got dressed. we could hardly breathe. i mean, it was really thick not too long after they came back to check out the damage. but they found this homes burned to the ground and everything they owned gone christmas. >> i made when they were 5 out of paper. you can't replace those. and i just sat here and cried because it's that 30 years our life. >> the tubbs fire burned more than 36,000 acres destroyed almost 6,000 structures. and 22 people died fast forward 5 years later. if you walk around coffey park neighborhood, you'll find about a dozen or so empty. lots like this one. well, that's because some people like the elsie's have rebuilt their homes. but for others, the rebuilding process is still ongoing. santa rosa mayor chris rogers says more than 90% of the 3,000 homes lost in the city have been rebuilt, are in construction or have been approved to break ground. it's fantastic to see how far as a community we come around the same time. 2 other fire sparked in the north bay. the nuns and atlas fires. >> each one of those birds more than 50,000 acres destroyed dozens of structures and killed several people. since then, there have been many improvements by santa rosa fire department like sending out emergency alerts and warning notifications have additional firefighters on hand during critical fire weather. >> we have everything from access to artificial intelligence with cameras that are monitoring fires. now additional weather stations. >> the elsie's and rapper its say the process to bounce back has been a challenge, but they've been able to move on with the support from others i'm well, a recent study found an unlikely climate threat could be coming to california. researchers on science dot org found a mega flood may be on its way. the prediction comes as the state deals current drought and record-breaking hot weather in some it's a little hard to comprehend right now, but flooding this summer in southern california did leave some bridges and roadways washed out. and scientists say it's a taste of what's to come. the report revealed extreme precipitation events along the pacific coast could lead to ameca flood. i don't think that's something that we're going to be dealing. times in not locally. i mean, i see some precipitation about yes flooding. i know as soon you know, during the commercial break, i was sneaking into that story is meteorologist. i wanted to know, ok, what's going on like we're going to track it out for. i don't to be key but hears let's tie it all together. so take a look at futurecast. yeah, they're right. we're not really going to see looking around. 71 today. san jose. your average is 75. we're at 79. that's not impressive. but livermore, you can see your average is 78. and we're looking at that 86 in concord. we're looking at 85 when your average is 77. so it's little bit above average for the most part. but we're going to see those seasonable temperatures as we roll and to the week. so let's look at your day planner. you can see for tomorrow am drizzle a sprinkle or 2. that's potential in san francisco, oakland, 71. we're looking at sunny and san jose. patchy fog as you start your morning. and we're looking at 79 degrees. saturday but their community just hours after police began investigating another homicide. the 100nd homicide of the year happened in east oakland near 45th and bancroft avenues. 2 people were shot. one is in stable condition. the other debt city council members and other community leaders held a vigil at city hall for all of those impacted. i'm a woman. a mom. i have been. >> i'm a victim of violence myself. i know it's scary and i want our residents to know that the city council is absolutely committed to eu council president nikki fortunato bass also visited bella vista park saturday there. she spoke with people who are concerned about their own safety. people are fed up. and i have to say that it was also very good to talk with people about how committed they are to the city. we focus police what they are best able to do, which is solving these crimes that are committed by a small number of people. >> and then the city council has invested in alternative crisis response and violence prevention. meanwhile, council member dan called spent time in bush tried park. he wasn't a similar stories of fear and frustration. are at constant nations fear, it's not just in one or 2 or 3 neighborhoods that in most, if not all neighborhoods in in our in our city called says in addition to getting guns off the street, people spoke to him about addressing the root of crime. if we can take guns out of the hands of people who should never have those >> then we could bring homicide snow. we could bring shootings them and that will be good for everybody. council member call, it's the city could use outside help, but he feels oakland leaders need to be instrumental in creating we have to solve crimes. we have to respond 9-1-1, calls and we have to really invest heavily in prevention and intervention services and strategies. >> the council members told me oakland police is dedicating more resources to investigating violent crime. detectives are still looking for the suspect or suspects involved in friday's homicide. dan noel. amanda, thank you. one person is dead and 3 people were hurt in a frantic quadruple shooting near uc berkeley's campus overnight. but as kron four's philippe djegal reports, the university confirms none of the victims are students a late night out for a slice and berkeley disrupted by a flurry of gunfire. it's pretty wild. crime scene tape encompassing telegraph and durant avenues near the south side of uc berkeley. i take this to like every day to class, like, you know, like the often so for it to happen right here, i honestly like i love, you know >> clea police say a fight broke out just after one 30 saturday morning, which led to shots fired and 4 people wounded, all believed to be young men. uc berkeley says none are students, but one of them eventually died at a hospital. we >> something that i thought was fireworks, but it was and it was gunshots. and there was a browns and we don't run inside taco bell witnesses at a busy pizza parlor described chaos immediately after the suspect sped off in a car. >> groups of people tended to the injured victims. his body was like it's like a crawling position. evidence some cars pierced by bullets towed away, including jake hall road since sad, right? it's a berkeley and there's lots of students here. and i mean, it shouldn't happen anywhere. >> people and usually college kids are walking very, you know, freely everyone's free. but these incidents are, you know, making us a bit nervous. and lately, there have been several incidents. it was just thursday morning when catalytic converter thieves opened fire on a berkeley homeowner who fortunately was not injured. >> police also recently announced the arrest of a 36 year-old berkeley woman wanted in connection with a series of attempted kidnappings. the suspects in saturday's deadly shooting are still at large. the university says support services are available to impacted students. 24 hours a day, philippe djegal all kron. 4 news. >> now berkeley's mayor did take to twitter tonight about the shooting saying in part, quote, this senseless act of gun violence has shaken our city and shows even in an overwhelmingly safe community like berkeley, the epidemic of gun violence presents a danger to us all. he went on to say the time for thoughts and prayers has passed the time for action is now. >> and petaluma 3 people arrested in connection with string of burglaries at sporting good stores across the north bay. most recently police responded to a burglary at a dick's sporting goods where 2 men and a woman are accused of taking about $1500 worth of football jerseys. police arresting the suspects during a traffic stop this morning. they recovered more than $10,000 of stolen merchandise from those dick's sporting goods stores. one in petaluma one in santa rosa and one in roseville. the suspects were arrested for conspiracy and possession of burglary tools and grand theft. petaluma police are also investigating tonight after a vehicle crashes into a business last night. this is the aftermath of that crash. police say a woman was attempting to put her vehicle in reverse when she backed it all the way up into the adobe beverage and deli. police say she was arrested after showing signs of alcohol impairment. the from the store, as you can see here, suffered significant damage. >> fleet week continued today in san francisco. this is a look above our station this afternoon as the blue angels soared across the sky. you can see there was a little bit of fog there in the background. but for us here along the embarcadero, it didn't take away from the show. >> that, however, was not the case over in the marina district today. kron four's gayle ong reports from marina green where karl, the fog made a special appearance. >> it is not unusual for the fog to make an appearance here at the air show. but spectators made the most of the situation and the blue angels are able to work around it safely. >> the annual fleet week air show brought thousands of people to marina green park saturday. but this year, the event caps spectators guessing. i think they're >> funny because it's like we can't really anything right now. but last year we got to see the amount of the flips in and everything the show was put on a brief weather hold as a marine layer blanketed the san francisco bay. this man giving a nickname for the blue angels fog usually garrett daily at. if we're up there now, it might get a little bit of blue. now they've been here. years is feels a lot like san francisco. shouldn't be this disappointed by the fog rolled in throughout the afternoon. but people were in good spirits. i've been coming here with my dad and my family for a really long time. we devastating tubbs fire that killed more than 20 people and destroyed thousands of homes. >> welcome back. oakland police are asking for your help in finding a missing teenage girl. take a look at your screen. 14 year-old ingrid fernandez was last seen yesterday morning around 10:00am on the 9300 block of olive street in oakland. she was wearing a red and black shirt and blue jeans in grades, 5 foot, 2 inches tall with black and red hair and brown eyes. if you've seen her, you're asked to contact oakland police. well, today marks 5 years since the deadly tubbs fire at the time it was the most destructive wildfire in california's history. more than 20 people were killed and more than 6,000 homes were destroyed. kron four's camila barco reports from the north bay where many are still remembering that frightening day. >> on saturday morning, dozens of people showed up to coffey park in santa rosa on the 5 year anniversary of the 2017 wildfires. it's a neighborhood burned by the tubbs fire and a place john and sylvia lz and debbie have called home for more than 20 years on october, 8th, 2017, they evacuated their homes after smelling smoke and finding other houses in flames. we didn't grab much. just got dressed. we could hardly breathe. i mean, it was really thick not too long after they came back to check out the damage. but they found this homes burned to the ground and everything they owned gone christmas. >> ornaments, made when they were 5 out of paper. you can't replace those. and i just sat here and cried because it's 30 years our life. >> the tubbs fire burned more than 36,000 acres destroyed almost 6,000 structures. and 22 people died fast forward 5 years later. if you walk around coffey park neighborhood, you'll find about a dozen or so empty. lots like this one. well, that's because some people like the elsie's have rebuilt their homes. but for others, the rebuilding process is still ongoing. santa rosa mayor chris rogers says more than 90% of the 3,000 homes lost in the city have been rebuilt, are in construction or have been approved to break ground. it's fantastic to see how far as a community we come around the same time. 2 other fire sparked in the north bay. the nuns and atlas fires. >> each one of those birds more than 50,000 acres destroyed dozens of structures and killed several people. since then, there have been many improvements by santa rosa fire department like sending out emergency alerts and warning notifications have additional firefighters on hand during critical fire weather. >> we have everything from access to. >> artificial intelligence with cameras that are monitoring fires. now additional weather stations. >> the elsie's and bradford say the process to bounce back has been a challenge, but they've been able to move on with the support from others i'm glad that we were live here. >> you know, to be able to rebuild, it's it's it's moving farther and farther away. and then and my life thing was like a meteorologist when it comes to fire season fires went to get the rain. and i know right here, we don't really get a lot of rain. so we lean in on that fog just that moisture. so let's around the great things. despite having all these micro climates in different stories, we can actually show you the picture that set the tone. and again, it's a foggy evening. we're watching potential residential burglaries, at least 35 happen in the city so far this year. and police say in most cases, the burglars have been entering through the back of people's houses to steal jewelry and purses. they are advising residents to be vigilant. >> in world news tonight, a truck bomb caused a bridge to catch fire and partially collapsed today in russia. 3 people were killed. that bridge actually links russia annexed crimea with the country. it's a key supply artery for moscow's war efforts in southern ukraine. the speaker of crimea's kremlin-backed regional parliament immediately accused ukraine for this explosion. ukrainian officials have repeatedly threatened to strike this bridge and then advisor to president zelensky posted a message on twitter saying this explosion was, quote, just the beginning. >> 10 people are dead and 8 are injured after a gas station explodes in ireland. search and rescue crews remained on the scene today for people who may be trapped in the rubble. heavy machinery help with the process by removing large pieces of concrete and debris police say they are still investigating the cause of this explosion at the apple green gas station increase low. the victims include a teenage boy, a teenage girl, 3 women and 4 men. >> we left for news coming up. >> developing news tonight, convicted swindler and fake socialite anna sorokin also known as anna delvey has been released from u.s. immigration custody to house arrest in new york. the sorokin was convicted in 2019 of conning $275,000 from banks, hotels and wealthy you new yorkers to finance or lifestyle. she served 3 years in prison for larceny and theft and she is now fighting deportation to germany after immigration. authorities say she overstayed her visa sorokin's case became the basis for the netflix series inventing anna which was released this year. >> columbia university and its affiliated new york hospitals will now pay 165 million dollars to patients who accused a former gynecologist of abuse and misconduct. robert hadden pleaded guilty in 2016 to abusing 19 women. he was spared prison time and surrendered his medical license after being convicted. the settlement follows a 71.5 million dollar deal last year between the hospitals and 79 of hadden's former patients represented by another lawyer had it now awaits trial on federal charges over 6 abuse accusations. soldiers are leaving the army national guard at a faster rate than they are enlisting. >> that's, of course, fueling concerns that in the coming years, units around the country may not meet military requirements for overseas and other deployments. so far this year, the guard has lost about 7500 service members through retirement or members not re enlisting when their tour is up. the army isn't exploding electric cars. the electric vehicles were submerged during in and the lithium ion batteries flooded with salt water from the storm surge. now they are catching fire. what's making these mind. you can get a little bit of a break around noon time. but as we fast forward to 2 o'clock, you're still going to see right there on the coast. some foggy conditions by 4.15. you're going to see more foggy conditions. so again, it set tone of the things going to be a lot like today. foggy break, foggy break. and i know that that plays a role into fleet week. temperatures right now not bad. looking at seasonable temperatures. it is breezy. you can see places right there like fairfield are going to see those breezier conditions and that's going to be the same story for tomorrow as well. we're going take a look at that 7 day forecast coming up here shortly as we take a look. you can see right here. so again, we're going to see sunday when we'll think about fleet week. we're looking at 86 as we take a look at the bay 68 co 62. and then as we roll into that work week, this is where we're going to start to see more temperatures like october, right? we're looking at the 80's. you can see that right here. it's going to be cooler and has a role in the next week. things will slowly start to heat up. so enjoy that cooler workweek. if i can say that correctly, they go. >> alright, britany thanks. a lot recent study found that an unlikely climate threat could be coming to california. researchers on science dot org found that a mega flood may be on its way to the state. this is despite the current drought and unseasonably hot weather we've been dealing with. scientists say the flooding in southern california that we saw this past summer left some of those bridges there. roadways washed out was just a taste of what's to come. a report on science dot org or a field that extreme precipitation events along the pacific coast could lead to a mega flood. the blue angels were seen flying high today through the sky and they weren't the only planes that were up there. apparently conference. stephanie lynn caught a ride on one of the fleets, most beloved aircraft, fat albert. >> it's the only plane in the air show operated by u.s. marines. >> with the strength and size that could carry you to mount olympus and back. they called the super hercules this massive plane might not be the first that comes to mind when you think of the blue angels. but it can also take you to heavenly heights. >> highs, i've seen this particular for air from those 35,000 feet. >> lovingly known as fat albert. this jumbo jet is mission critical to getting san francisco fleet week off the ground. we also get the incredible opportunity to start off the demo. most shows for our jets. take a look at the body of this plane. fat albert was named after a children's cartoon because of its rounder size and shape. and i absolutely love it. flight engineer lauren song, part of the crew taking us into the friendly skies today. that hour is still a part of the blue angels. but we're all marine crew. her enthusiasm is contagious is an incredible opportunity able to fly all the different places that would do. this is the view on board and there's plenty of room essential space to carry all the people and hear the blue angels need. >> from show to show just moments after takeoff. the plane hits a 45 degree. klein. >> really to his me off guard. >> the c one, 30 jay super hercules proving it. snow maker us at one point the pilot takes us just 40 feet over the water. a thrill for the boaters below. that's after several tight turns and hard banks. the big aircraft making solid use of its 132 foot wingspan strong enough to lift a max weight of 175,000 pounds. so while these guys might be able to streak through the skies. that albert proves it's more than capable of carrying its own ways. it's pretty awesome. it's so cool. >> it takes a crew of 8 people to fry this giant aircraft and all the pilots have to be aircraft, commander, qualified meaning they have to have at least 1200 flight hours under their belt reporting in oakland, stephanie lynn 4 news. >> well, there's a lot that's still happening with fleet week. tomorrow is the final day of the event. so here's a look at some of the things you can do. ship tours, beginning at 10 o'clock in the morning and they will be going until 4 in the afternoon. there is a stem center that is set up at marina green canine heroes. shelby taking place at davos pull and to boost park at 10 o'clock in the morning. 4 dot com. now, usually marina green is the best place to view the air show along with the. >> a san francisco maritime national historical park and all those parks there at the base of russian-held that you can see on our map. but if the fog is sticking around again tomorrow, you might want to check out the embarcadero or head up to the north bay to the sausalito waterfront. they provide some fantastic vantage points of the air show well. to the north bay where harvest season is already beginning to wind down in napa valley due to some extreme weather this year. the process started a couple of weeks earlier than usual. >> i stopped by one vineyard to get a look at how winegrowers responded. >> d stem shakeup and jusuf. several small steps for one big wind making machine. that's the sounds of harvest season and she family vineyards. everything is grown handpicked processed and bottled on-site really weren't complete. complete control from grape all the way to class michael what did occur with over 110 in some areas 120 in other areas. i was a little bit worried. but the cabernet napa cab really withstands the heat and withstood this heat spell really nicely. it just kind of made things be 10 days earlier than we really thought they would. >> once the picking began the grapes going half ton bins before being poured into the machine for processing. sheen helps weed out any some deploying. that's something like this is not awful. obvious. you can see there's. >> plenty of juice in there. so that will add to it. but the ones that are almost complete raisins like spots. so if you're headed out, maybe you work. 3rd shift on to make sure you're prepared. you're still going to see slower drive times. red means 15 miles per hour. that means you can take 13 are 80, but you're still going to see those slow drive times on 5.80, westbound right there at high street. of course, we'll be here all night. so we'll continue to update you on that traffic and weather news of yet another deadly shooting kron four's amanda hari spoke to a couple of those council members. the spent the day speaking with community members. amanda, what are they saying? >> 10, oh, well, it's a great city with great challenges. that's what one council member expressed today. they took a moment to mourn the 102 lives lost before visiting neighborhoods impacted by violence. >> oakland leaders spent saturday but their community just hours after police began investigating another homicide. the 100nd homicide of the year happened in east oakland near 45th and bancroft avenues. 2 people were shot. one is in stable condition. the other debt city council members and other community leaders held a vigil at city hall for all of those impacted. i'm a woman. a mom. i have been. >> i'm a victim of violence myself. i know it's scary. >> and i want our residents to know that the city council is absolutely committed to eu council president nikki fortunato bass also visited bella vista park saturday there. she spoke with people who are concerned about their own safety. people are fed up. >> and i have to say that it was also very good to talk with people about how committed they are to the city. guns are the route that this violence that we're seeing. and so we have to look at every level to get guns off the streets. meanwhile, council member dan called spent time in bush tried park. he wasn't a similar stories of fear and frustration. are at constant nations fear, it's not just in one or 2 or 3 neighborhoods that in most, if not all neighborhoods in in our in our city called says in addition to getting guns off the street, people spoke to him about addressing the root of crime. and what came up today was the importance of emphasis on the importance. i'm investing. true prevention is investing programs. resources early on. well, our young boys are falling into the world of council member call. it's the city could use outside help. >> but he feels oakland leaders need to be instrumental in creating do we need assistance from the alameda county? absolutely. we do. we need to stay in front of them or to help more. absolutely. we do open catches point fingers. >> and other governments have to part of that solution. >> the council members told me oakland police is dedicating more resources to investigating violent crimes. detectives are still looking for the suspect or suspects involved in friday's homicide in the newsroom, amanda hari kron, 4 news. >> amanda, thank you. one person is dead and 3 others were wounded in a frantic shooting in berkeley overnight. it's happening near uc berkeley in the area of telegraph and durant avenues. but as kron four's philippe djegal reports, university confirms none of the victims are students as the night was winding down with a late night snack at a berkeley pizza parlor. witnesses say the popular area telegraph and grand avenues for college students was shut down just after one 30 saturday morning surrounded by police and littered with evidence markers. crime scene tape. >> and cars pierced with bullet kind day and you gunshots like down the street from where you say a fight broke out hot spot, and more people wounded, all believed to be young men. uc berkeley says none are students, but one of them eventually died at a hospital. i mean, the whole street, it was this crazy. it was like everyone was everywhere. >> you know, i was freaking out. i called the home and i was like what is happening? witnesses say a car sped off immediately after the shooting and the suspects are still at large. i was you know, about me back to the las vegas incident that happened. and then whenever people hear gunshots, we just. >> you know, we're not sure what to do. and we ran to the restroom. just people are letting us in is actually insane because we always get warmies or emails like about and newsletters about like violent incidents happening. but the fact that is so close to where i live, you know, one over there, in fact, that it's maybe like a one minute walking distance away is actually terrifying. i take i think this path to school every day like to my classes. so that action saying it was just thursday morning when catalytic converter thieves opened fire on a berkeley homeowner who fortunately was not injured. >> philippe djegal all kron. 4 >> berkeley's mayor took to twitter tonight about that shooting saying in part, quote, the senseless act of gun violence has shaken our city and shows even in overwhelmingly safe community like berkeley, the epidemic of gun violence presents a danger to us all. he went on to say the time for thoughts and prayers has passed. the time for action is now. >> we're continuing to follow breaking news tonight in oakland. firefighters are at the scene of a large fire burning near homes in the area of 38th avenue in quigley street. those flames started as a vehicle fire along 5.80, around 08:45pm. tonight and spread to a nearby vegetation area and then igniting on a hillside. you can see here the flames and smoke rising from the scene. this is video from the citizen app. the chp briefly closed all lanes of westbound 5.82, lanes remain closed right now. so you can expect some delays heading westbound on 5.80. >> well, you could hear him, but you couldn't really see them the whole time. the blue angels somewhat blocked from view by fog today. now, despite it all, tens of thousands of people still poured into san francisco to get a glimpse of the annual air show. kron four's gayle ong was on the marina green talking the spectators. she has the story. >> it is not unusual for the fog to make an appearance here at the air show. but spectators made the most of the situation and the blue angels are able to work around it safely. >> the annual fleet week air show thousands of people to park saturday. but this year, the event caps spectators guessing. i think they're up there >> because it's like we can't really see anything right now. but last year we got to see amount of the flips in and everything the show was put on a brief weather hold as a marine layer blanketed the san francisco bay. this man giving a nickname for the blue angels fog usually where garrett that. and if we're up there now, it might get a little bit of blue. now they've been here years is feels a lot like san francisco. shouldn't be this. point the rolled in throughout the afternoon, but people were in good spirits. i've been coming here with my dad and my family for a really long time. we actually came up from inter this year. >> what do you think about the lingo that they're kind of lad and felt and love it. when need to go bad, they did their best. they flew over information a couple times for san francisco. but it's the fog is making it not. >> not >> the air show ended around its usual time, but the fog is expected to stay here through sunday, which is the final day of fleet week here in san francisco airport. yeah, it's kind of weird cover. meteorologist brittany begley joining now. she's got a look at what we can expect for tomorrow. it is all about the fog. that's what we're tracking right now as we speak. and for fleet week as well. not to mention the potential for slight drizzle. that could be a possibility tonight as we roll into sunday. again, that's a slight chance of drizzle or 2, nothing to matic, but something to talk about and take a look at sunday. we're going to see again, a lot like today are going to see that fog is going to live for a little bit and it's going to come back. the good news next week as we start your work week, we're going to see seasonable temperatures. so temperatures are going to go down. but as we focus in on the fall, we've been showing you this all evening because it really is a story for tomorrow. you're going to see that fog even at 11, 15, still going to be foggy right there. the coast. it's only going to look better in inland, but really it's going to the coast. you can start to see those foggy conditions are going to get a break around 12. 45 as we fast for that clock, you can see right here at 4.45, you know, starting to see that arrest 3 people. >> in connection with string of burglaries at sporting good stores across the north bay. the trio are accused of stealing from dixon's santa rosa petaluma and roseville. in the most recent case. police say 2 men and a woman stole a number of football jerseys worth more than $1500. all 3 were arrested this morning during a traffic stop more than $10,000 in merchandise was recovered. >> meanwhile, a woman was arrested on suspicion of dui after crashing into a business last night. this happened in petaluma as well. police say the woman was attempting to reverse when she backed her vehicle all the way into a local business. the adobe beverage and deli. police say she was placed under arrest after displaying signs of alcohol impairment. unfortunately, the front of the has been revealed this time involving electric cars. first responders say flooded electric vehicles are now catching fire. >> and putting those flames out isn't easy. brian entin has the story. >> hurricane ian was a once-in-a-century storm causing flooding like never before. on the west coast of florida. other problem with ev and the hurricane caused something else never seen before. exploding electric cars. the electric vehicles were submerged during in and the lithium ion batteries flooded with salt water from the storm surge. now they are catching fire. what's making these electric vehicles basically explode? >> i so you have the stored energy in the batteries that just because a vehicle submerged doesn't mean that energy is discharged any way anytime you mix, you electrical components and salt water together. it is a recipe for disaster. >> north collier fire district had to cut open a tesla and spray down the battery that was on fire. just this fire department says they've had happened 4 times in one week. >> i think that as we moved over to electric vehicles, this is the first time we've seen anything like this. >> issue is the batteries in the car can reignite over and over again. florida state fire marshal jimmy patronis as it takes a lot of water and foam to put them out for good with the ev technology being so new. do you think we should be concerned? >> compatible with salt water. >> when they become an operable when they have short when they have corrosion issues. and therein and they're actually in your garage as a lot of cars were because of this california's history. more than 20 people were killed and more than 6,000 homes. >> were destroyed in this fire kron four's camila barco reports from the north bay where many are still remembering that frightening day. >> on saturday morning, dozens of people showed up to coffey park in santa rosa on the 5 year anniversary of the 2017 wildfires. it's a neighborhood burned by the tubbs fire and a place john and sylvia lz and debbie have called home for more than 20 years on october, 8th, 2017, they evacuated their homes after smelling smoke and finding other houses in flames. we didn't grab much. just got dressed. we could hardly breathe. i mean, it was really thick not too long after they came back to check out the damage. but they found this homes burned to the ground and everything they owned gone christmas. >> ornaments, made when they were 5 out of paper. you can't replace those. and i just sat here and cried because it's that 30 years our life. >> the tubbs fire burned more than 36,000 acres destroyed almost 6,000 structures. and 22 people died fast forward 5 years later. if you walk around coffey park neighborhood, you'll find about a dozen or so empty. lots like this one. well, that's because some people like the elsie's have rebuilt their homes. but for others, the rebuilding process is still ongoing. santa rosa mayor chris rogers says more than 90% of the 3,000 homes lost in the city have been rebuilt, are in construction or have been approved to break ground. it's fantastic to see how far as a community we come around the same time. 2 other fire sparked in the north bay. the nuns and atlas fires. >> each one of those birds more than 50,000 acres destroyed dozens of structures and killed several people. since then, there have been many improvements by santa rosa fire department like sending out emergency alerts and warning notifications have additional firefighters on hand during critical fire weather. >> we have everything from access to artificial intelligence with cameras that are monitoring fires. now additional weather stations. >> the elsie's and bradford say the process to bounce back has been a challenge, but they've been able to move on with the support from others i'm glad that we were live here. >> you know, to be able to rebuild, it's it's it's moving farther and farther away. and then and my life moving on. >> in santa rosa, camila barco kron. 4 news morning. new at 10, the california geological survey has released updated tsunami hazard maps for 7 counties in the state. 5 of which are in or near the bay area. the new maps will help residents determine whether they're in areas at risk for inundation. the revised interactive maps cover santa cruz marin, sonoma solano and napa counties. other counties include san diego and ventura. in one example, a new model for santa cruz county shows an earthquake off the louis chen islands in alaska could unleash a tsunami 18 to 25 feet above the santa cruz boardwalk. the california coastline has been struck by more than 150 tsunamis since 1800. according to the survey. all right, going to take a look now at our 4 zone forecast. here's a live look from our sutro tower could shrink the demand even further. in future richness of the plan would update these figures. and also given the small amount of space that is needed, we think the displacement pressures and land use impacts will likely be minimal on other uses. however, they are dependent on specific projects at the time they're proposed so these would be analyzed when the projects come forward. so, at this time i don't know why [speaker not understood], but i'm going to turn it over to liz who is going to go through the recommendations that came out of all this data. >> thank you, claudia. [speaker not understood] planning department staff. so, presentation so far has focused on how the plan identifies the current and projected need for health care services in san francisco. the next part of the presentation will focus on the remaining portion of the plan, which is a set of recommendations on how to achieve and maintain the appropriate distribution of and access to such services. the recommendations came from the work of the task force and community input as well as the data that was collected as part of generating this plan. these recommendations include the policy and more tangible recommendations. the more tangible recommendations that could be [affectedeffected]} through development projects will be implemented once the plan is adopted through what is being called a consistency determination which i will discuss in a moment. again, the plan's recommendations have been developed to help guide land use decisions, inform the siting and scope of health care facilities and services, and guide our city's policy makers. these recommendations acknowledge that health and wellness involve much more than just the siting of brick and mortar facilities. they necessitate a complex integration of services, community partnerships, and 1740s characteristics. to align the plan's recommendation with some of the city's other health improvement initiatives, we structured the recommendations to align with the city's community health improvement plan which includes three overarching health priorities that collene touched on earlier. this highlights these priorities. under each priority and priority 3 is as high light here at the top of the charts, will be [speaker not understood] recommendations. you will see that the recommendations under priority 3 focus on increasing access to qu health caresterctionv says particularly for the city's under served populations. ~ health care services [speaker not understood], which provide more specific example on how to improve the city's health care. for example, guideline 3.1.4 on this chart which talks about increasing the accessibility and availability of prenatal care for populations with high rates of health disparities. also in the plan we have the data that identifies these specific subpopulations. you will notice on this side that certain guidelines are identified through the first column as needing a, "critical need." the recommendations address the needs of san francisco populations based on high rates health disparities. it is worth noting that the point of finding this recommendations is not to say that other recommendations in the plan are not critical. rather to say these guidelines have been identified as critical needs and they can potentially be addressed through development projects? ~. now i'd like to turn to how the plan's recommendation framework will translate into real world action after the plan is adopted. some of the recommendations are policy based in this plan. [speaker not understood] how we would implement some of the policy recommendations are indicated on this slide. for example, guideline 3.1.8 recommends completing the rezoning of the bayview health department would rely on dph's recommendations, posting final determination on our website for 15 days. members of the public could appeal these determinations by making substantive arguments during the 15-day period. substantive arguments are made, the determination would go to the health commission and would then come to this commission typically the same time as the related entitlement $. your particularly what collene mentioned, the health planning efforts and all of this data will be used to inform other city initiatives. they also appreciated infusion of the health lens in all policies as a very important outcome of this plan. in particular, when developing -- when evaluating development projects that we consider the impacts of health and the impacts on the population. there was a small comment in making sure that the role of [speaker not understood] play in the health care safety net. they are mentioned in the plan, but somebody wanted to make sure that we say a little bit more about how they are important, especially those that provide language access and cultural competent services. and like you heard from collene earlier, there are many services, there are many more -- we have a better ratio of bed per population. there is a good amount of services and, so -- but availability does not equal access. and we heard from the community that transportation and language access were kind of the key issues for them, especially for those folks -- folks who live in the southeast part of the city, the transportation was key. and then lastly, we also heard that ensuring that the roads of the planning department and the department of public health are very clear. ~ roles hopefully the chart liz ended with [speaker not understood] how the land use applications will be processed by both departments. just a quick update on environmental review. we are preparing a preliminary negative declaration published at the edv of july as early as next week. for the benefit of the public, once published, they appeal for the negative declaration 30 days after publication. if we do publish it next week, that would close on august 23rd. here's the timeline in terms of next steps. we're in that first box. we're doing these informational hearings. we released the draft a week earlier so there is public comment. the next steps are, again, the preliminary negative declaration as well as closing public comment. this would take place no sooner than august 22nd. and the reason why we're saying no sooner than august 22nd is because the ordinance requests that a joint hearing by the planning commission and the health commission be held no more than 30 days after the close of public comment. so, if you wanted to hold additional hearings or you needed more time, we could extend that public comment period and make sure eet that no less than 30-day benchmark. in the fall, we could have additional commission sessions if desired. and after that, at some point schedule a joint hearing for approval and consideration of the final plan, at which point you would forward it to the board in the winter and they would be approving it in the winter. and then the legislation mandates an update every three years. this is just for the benefit of the public on how to submit public comment. and the reason why it would be a public hearings as well as e-mail or hard copy to the department of public health, and this is just to ensure we capture everyone's comments. it's really hard when staff recalls sort of informal conversation. if we have it all in writing, it is there and transparent. so, this is on the memo. this will be on the website to make sure people know how to bmen. anlastly on your [speaker understood], development and approval of the process, like i said, and this is a question to you. if you desire, we could hold additional public hearings either separately or jointly with the planning commission before you take action and make a campos is so excited to finally see the fruits of this landmark legislation that was passed a few years ago. wanted to thank the planning commissioners, director lam, and especially claudia flores and have that tool at our disposal and ready. now city departments and policy makers have the information and analysis that they need to evaluate the health care service needs of san francisco residents. this information will allow policy makers their queue to plan for sufficient and equitable distribution services throughout the city. overall, supervisor campos is impressed with the [speaker not understood] of the orientation of the plan. we're particularly appreciative of the fact that the plan provides a good map for bettering hem and health services for san francisco's sun drably population. ~ health [speaker not understood] taken into consideration by the department, the first one we were surprised that guideline 3.1.14 talks about the goal and recommendation of preserving healthy san francisco program was not identified as the critical need in the plan. we all know that a key constituency undocumented residents in san francisco is completely left out of federal health reform and they will continue to rely on healthy san francisco as their primary vehicle for health care services. it's not only the undocumented community that will be reliant on our landmark health care security ordinance and the health access plan that it creates. it's also the documented individuals in our city who rely on the employer spending requirement and employer dollars [speaker not understood] in order to purchase insurance and meet the individual mandate that's required under federal health reform. this is especially the case for lower wage workers in high cost cities like san francisco. so, we really believe that healthy -- that this particular guideline should be identified as a critical need in the plan and hope that that change will be made. the second comment that we had as it's currently drafted in the plan, it appears that the consistency determination will be made by the planning and health department based on whether or not the project meets one or more of the recommendations as laid out in the plan. we just wanted to make sure that that's amended to reflect that the project needs to be viewed on balance as a whole. these projects tend to be as you know incredibly complicated and we can't imagine a fatal project that wouldn't meet at least one of the recommendations under the plan, but recognize that it's really the on balance look at the project that would -- that will determine whether or not the net effect of the project is a positive one on the health care system in the city. but it appears that that change will be made and will be a member of the chinese progressive association and youth [speaker not understood]. ~ in 2011 i participated in collecting over 800 surveys which asked community members about their health care needs and about what barriers they had to accessing those needs. and we presented those 800 surveys to the health care services master plan task force and we are very pleased that many of our recommendations have been incorporated in the current plan. but while we're really happy that there's been a lot of progress, i'm also here to talk about like some suggestions for how we can improve on those plans. so, in particular, i'd like to talk about health care sources recommendation master plan 3.1, specifically [speaker not understood] it says increase access to appropriate care for san francisco's vulnerable population. and in guidelines 3.1.1 through 3.1.6, it says basically increasing the availability of primary care pre-nate 58 care and dental care in low-income neighborhoods. so, low-income as we know ~ is the finest in federal terms is below 200% of the census party threshold. and while this is good, we want to see increased services in low-income areas, areas of high disparity. we'd also like that we should consider where in ular like the density of health care servicesou could be considered a low-income area, but there is a lot of -- there is a high concentration of health care services where already there is a number of clinics, a number of practices. another area southeast, excelsior, bayview, those areas, there is a significant -- there are significantly less services concentrated in those areas and those areas could be considered low-income. and not to mention the fact that the southeast is the fastest growing population area right now, i'd just like to say that we should not only consider as we are now where in particular the low-income areas are and in places of higher disparity, but also exactly where services are currently located because we can't just say we are going to put this here because there's a lot of low-income people. we also have to think about we need to put this here because there is low-income people and a lack of services there. thank you. >> thank you. next speaker, please. hello. i'm michelle. i'm also a member of chinese progressive association. and like jimmy said, we've been working on this campaign for roughly a few years and i personally would like to talk about recommendation 3.5. so, we all commend the various [speaker not understood] ideas that were presented there. we would like to also emphasize a lot on public transportation. first of all, me and my family take roughly an hour from the sunset to chinatown to fulfill our health care needs. that responds to [speaker not understood] excelsior and chinatown people who also travel -- take public transportation to fulfill their health care needs. roughly a quarter of them take an hour to get there, too. so, instead of using maybe private shuttles or taxi vouchers, we would like to emphasize public transportation since it is a system people already use. a system that fulf the needs of everyone in the city. and it's a system that everyone can have access to and we believe it's also -- will lead to the bigger impact on the lower income communities. thank you. >> thanks. next speaker, please. hi, my name is stephanie and i am a member of the chinese progressive association and [speaker not understood] organizing. and i would like to talk to you today about the importance of linguistics and specifically guideline 3.4. so, personally whenever my grandmother goes to her health care provider, as a chinese speaker, she doesn't understand when the doctor speak to her so sometimes i have to translate. it will be difficult to translate the medical terms. when we were serving in the chinatown and excelsior district, we also gathered that people chose their health care providers because of the language services the health care provider has. they're less likely to go to other places [speaker not understood]. we think health care services providers should have interpretation services and language translation and that should be a critical need in the health care services master plan. thank you. >> thank you. good afternoon, commissioners. my name is emilie lee, i'm with the chinese progressive association. some of you all just heard our youth members speaking today about their own families' needs related to this master plan and i just wanted to, you know, acknowledge that it's been a long process that this master plan has come before you today. back in december -- november, december of 2010, we had also come to the board of supervisors to pass this legislation. so, we have been eagerly awaiting to see what the plan is going to, you know, mean for our city. it could be passed [speaker not understood]. so, to that end, our members have collected over 800 surveys in the excelsior and chinatown neighborhoods asking exactly what do low-income immigrant communities, people of color communities need in our city. and from those 800 surveys, we found that there is a lot of issues that are addressed in the master plan and in some of the things we wanted to highlight and mark as critical needs for our communities. so, we are happy to be able to come before you today and tell you what we think about the plan and also to see -- hope the changes we recommended and incorporated in the final plan. and i think, you know, there are a few other items we wanted to point out echoing hillary's comments around the consistency of determination that it does seem that the whole project needs to be reviewed and -- because some of these recommendations are very broad, they could be, you know, any project can meet those needs. so, we really need to look at what is -- what is the overall impact on the community of any development project that's coming into a neighborhood. and that while we understand the, you know, various departments -- you know, we can't have a hospital in every neighborhood, that's true, but when you look at where hospitals are currently located right now in the city, we really need to realize that there are only two hospitals serving the entire southeast and south of market portion of the city and that is where low-income -- our communities of color, immigrant communities are concentrated and growing in this city. so, i think that's definitely something we want to highlight as it's not just easier for anyone to travel over an hour from excelsior, visitacion valley to go to chinatown for their services. so, we just want to make the emphasis it is about placing services in neighborhoods as well and making sure there is a distribution that is equitable and addresses the two quick guidelines, 318 and 319, and specifically suggest that guideline 319 be emphasized as a critical need. 318 seeks to increase the supply of providers in low-income communities, especially communities with high rates of medi-cal and uninsured patients. guideline 319 takes this increase by advocating for sticksv of the medicaid primary care provider reimbursement rate which was established under health care reform beyond 2014. this extension is especially important in allowing primary care providers to [speaker not understood] serve low-income communities. and this is especially important in california because we are one of the states with the lowest medicaid reimbursement rates. both advocating for this increased reimbursement rate could reshape incentives for primary care providers in a sustainable way, allowing them to better serve patients longitudinally which is why we like to highlight guideline 319 as a critical need. thank you. >> thank you. hi, commine my name is susan fang, i'm a health policy fellow at the chinese progressive association. so, i just want to rei am fa size what hillary had just mentioned about recommendation or guideline requirement part of the health care security ordinance much more importance for ensuring that low and moderate income folks still have a means of accessing health care through healthy san francisco. and other research has also shown a majority of businesses actually support the health care -- employer spending requirement in the health care security ordinance. so, there is more information for us and more reason for us to preserve it. and without the employer spending requirement to finance our local safety unit, the remaining uninsured will have to utilize more emergency rooms and acute [speaker not understood] which will not only increase health care costs because we'll be treating folks in emergent conditions, but also shift the cost of care to taxpayerses in the city. so, again, i want to highlight the guideline 3.1.14 preserving healthy katrina voss program should be more [speaker not understood] critical need and employer spending requirement should also be a part of that. >> planning department staff. so, presentation so far has focused on how the plan identifies the current and projected need for health care services in san francisco. the next part of the presentation will focus on the remaining portion of the plan, which is a set of recommendations on how to achieve and maintain the appropriate distribution of and access to such services. the recommendations came from the work of the task force and community input as well as the data that was collected as part of generating this plan. these recommendations include the policy and more tangible recommendations. the more tangible recommendations that could be [affectedeffected]} through development projects will be implemented once the plan is adopted through what is being called a consistency determination which i will discuss in a moment. again, the plan's recommendations have been developed to help guide land use decisions, inform the siting and scope of health care facilities and services, and guide our city's policy makers. these recommendations acknowledge that health and wellness involve much more than just the siting of brick and mortar facilities. they necessitate a complex integration of services, community partnerships, and 1740s characteristics. to align the plan's recommendation with some of the city's other health improvement initiatives, we structured the recommendations to align with the city's community health improvement plan which includes three overarching health priorities that collene touched on earlier. this highlights these priorities. under each priority and priority 3 is as high light here at the top of the charts, will be [speaker not understood] recommendations. you will see that the recommendations under priority 3 focus on increasing access to qu health caresterctionv says particularly for the city's under served populations. ~ health care services [speaker not understood], which provide more specific example on how to improve the city's health care. for example, guideline 3.1.4 on this chart which talks about increasing the accessibility and availability of prenatal care for populations with high rates of health disparities. also in the plan we have the data that identifies these specific subpopulations. you will notice on this side that certain guidelines are identified through the first column as needing a, "critical need." the recommendations address the needs of san francisco populations based on high rates health disparities. it is worth noting that the point of finding this recommendations is not to say that other recommendations in the plan are not critical. rather to say these guidelines have been identified as critical needs and they can potentially be addressed through development projects? ~. now i'd like to turn to how the plan's recommendation framework will translate into real world action after the plan is adopted. some of the recommendations are policy based in this plan. as a whole. these projects tend to be as you know incredibly complicated and we can't imagine a fatal project that wouldn't meet at least one of the recommendations under the plan, but recognize that asked community members about their health care needs and about what barriers they had to accessing those needs. and we presented those 800 surveys to the health care services master plan task force and we are very pleased that many of our recommendations have been incorporated in the current plan. but while we're really happy that there's been a lot of progress, i'm also here to talk about like some suggestions for how we can improve on those plans. so, in particular, i'd like to talk about health care sources recommendation master plan 3.1, specifically [speaker not understood] it says increase access to appropriate care for san francisco's vulnerable population. and in guidelines 3.1.1 through 3.1.6, it says basically increasing the availability of primary care pre-nate 58 care and dental care in low-income neighborhoods. so, low-income as we know ~ is the finest in federal terms is below 200% of the census party threshold. and while this is good, we want to see increased services in low-income areas, areas of high disparity. we'd also like that we should consider where in particular like the density of health care services should be. for example, in chinatown it could be considered a low-income area, but there is a lot of -- there is a high concentration of health care services where already there is a number of clinics, a number of practices. another area southeast, excelsior, bayview, those areas, there is a significant -- there are significantly less services concentrated in those areas and those areas could be considered low-income. and not to mention the fact that the southeast is the fastest growing population area right now, i'd just like to say that we should not only consider as we are now where in particular the low-income areas are and in places of higher disparity, but also exactly where services are currently located because we can't just say we are going to put this here because there's a lot of low-income people. we also chinese progressive association. and like jimmy said, we've been working on this campaign for roughly a few years and i personally would like to talk about recommendation 3.5. so, we all commend the various [speaker not understood] ideas that were presented there. we would like to also emphasize a lot on public transportation. first of all, me and my family take roughly an hour from the sunset to chinatown to fulfill our health care needs. that responds to [speaker not understood] excelsior and chinatown people who also travel -- take public transportation to fulfill their health care needs. roughly a quarter of them take an hour to get there, too. so, instead of using maybe private shuttles or taxi vouchers, we would like to emphasize public transportation since it is a system people already use. it is a system that fulfills the needs of everyone in the city. and it's a system that everyone can have access to and we believe it's also -- will lead to the bigger impact on the lower like to talk to you today about the importance of linguistics and specifically guideline 3.4. so, personally whenever my grandmother goes to her health care provider, as a chinese speaker, she doesn't understand when the doctor speak to her so sometimes i have to translate. it will be difficult to translate the medical terms. when we were serving in the chinatown and excelsior district, we also gathered that people chose their health care providers because of the language services the health care provider has. they're less likely to go to other places [speaker not understood]. we think health care services providers should have interpretation services and language translation and that should be a critical need in the health care services master plan. thank you. >> thank you. good this master plan and i just wanted to, you know, acknowledge that it's been a long process that this master plan has come before you today. back in december -- november, december of 2010, we had also come to the board of supervisors to pass this legislation. so, we have been eagerly awaiting to see what the plan is going to, you know, mean for our city. it could be passed [speaker not understood]. so, to that end, our members have collected over 800 surveys in the excelsior and chinatown neighborhoods asking exactly what do low-income immigrant communities, people of color communities need in our city. and from those 800 surveys, we found that there is a lot of issues that are addressed in the master plan and in some of the things we wanted to highlight and mark as critical needs for our communities. so, we are happy to be able to come before you today and tell you what we think about the plan and also to see -- hope the changes we recommended and incorporated in the final plan. and i think, you know, there are a few other items we wanted to point out echoing hillary's comments around the consistency of determination that it does seem that the whole project needs to be reviewed and -- because some of these recommendations are very broad, they could be, you know, any project can meet those needs. so, we really need to look at what is -- what is the overall impact on the community of any development project that's coming into a neighborhood. and that while we understand the, you know, various departments -- you know, we can't have a hospital in every neighborhood, that's true, but when you look at where hospitals are currently located right now in the city, we really need to realize that there are only two hospitals serving the entire southeast and south of market portion of the city and that is where low-income -- our communities of color, immigrant communities are concentrated and growing in this city. so, i think that's definitely something we want to highlight as it's not just easier for anyone to travel over an hour from excelsior, visitacion valley to go to chinatown for their services. so, we just want to make the emphasis it is about placing services in neighborhoods as well and making sure there is a distribution that is equitable and addresses the needs of low-income communities. so, thank you very much. >> thank you. hi, good afternoon. my name is critical need. 318 seeks to increase the supply of providers in low-income communities, especially communities with high rates of medi-cal and uninsured patients. guideline 319 takes this increase by advocating for sticksv of the medicaid primary care provider reimbursement rate which was established under health care reform beyond 2014. this extension is especially important in allowing primary care providers to [speaker not understood] serve low-income communities. and this is especially important in california because we are one of the states with the lowest medicaid reimbursement rates. both advocating for this increased reimbursement rate could reshape incentives for primary care providers in a sustainable way, allowing them to better serve patients longitudinally which is why we going to be covered, but i also want to highlight that employer spending requirement will still be [speaker not understood]. that is also a part of that recommendation. for a lot of -- we know that health care reform is coming. unfortunately, the employer mandate is not going to go into effect until 2015 and health care reform actually incentivizes employers to cut hours so that big employers don't provide -- they'll have to provide health care. so, research has shown that restaurant workers, health care workers, nursing homeworkers are the most vulnerable to having their hours cut. so, [speaker not understood] a lot of [speaker not understood] and this makes employer spending requirement part of the health care security ordinance much more importance for ensuring that low and moderate income folks still have a means of accessing health care through healthy san francisco. and other research has also shown a majority of businesses actually support the health care -- employer spending requirement in the health care security ordinance. so, there is more information for us and more reason for us to preserve it. and without the employer spending requirement to finance our local safety unit, the remaining uninsured will have to utilize more emergency rooms and acute [speaker not understood] which will not only increase health care costs because we'll be treating folks in emergent conditions, but also shift the cost of care to taxpayerses in the city. so, again, i want to highlight the guideline 3.1.14 preserving healthy katrina voss program should be more [speaker fakuda. just a few comments in regard to the healthy s.f. master plan. i'm not sure there is enough emphasis being put on mental health services. i saw a line in connection with behavioral health medical services. and i think there needs to be a stronger emphasis on the mental health aspect. it is a major problem in the country. we're having a number of veterans returning from the war and i don't think it's being addressed enough. for example, the cpmc matter, they tried to i think reduce the number of mental health beds. in fact, they should be increasing them for the future. now, in regards to the western side of the hospital -- the western side of the city, there are very few -- there's no hospitals on the western side of the city except for the veterans hospital. they're not capable of doing emergency services and i think there has to be a plan in the future for some type of emergency services in the event of an earthquake. we know that it's going to happen some time, and we don't have a plan for that type thing. when there is an earthquake, the west side of the city will be

the bayview redevelopment plan. other recommendations are more tangible and can relate to development projects. this is where the consistency determination process comes into play. those projects that involve medical uses of a certain size which collene touched on earlier would be subject to consistency determination. the consistency determination process will weigh the project's merits against these recommendations. the task force encouraged us to explore an incentive base system that would encourage the health care infrastructure and facilitate projects that address the plan's recommendations and guidelines without creating unintended negative land use consequences. this slide shows the possible outcomes of consistency determinations. first there is consistent and highly recommended for addressing critical need. a little bit of both terminology, we felt it really described what it would achieve. this determination could apply to projects that on balance address the guidelines identified as critical needs. projects that meet this designation may be favorably considered for expedited entitlement review. second, the consistent determination. this will apply to projects that positively affect hem care and access but don't specifically address an area of critical need. and lastly, an inconsistent determination. this designation could apply to projects that do not on balance positively address any of the health care service master plan recommendations or guidelines. these determinations will be based on a balanced assessment of a project on a whole and made by dph staff in consultation with the health commission. and this last guide outlines the general process that will take place for consistency determination. the planning department would be the lead agency, but it would refer all requests for consistency determinations to the health department. the planning department would rely on dph's recommendations, posting final determination on our website for 15 days. members of the public could appeal these determinations by making substantive arguments during the 15-day period. substantive arguments are made, the determination would go to the health commission and would then come to this commission typically the same time as the related entitlement $. your decision could then be further appealed to the board of supervisors or board of appeals depending on the underlying entitlement appeal process. with that i'd like to you turn it back to claudia for next steps. >> thank you, liz. first, i'd like to sort of give you a quick run through of what we at the health commission [speaker not understood]. these are comments that we heard both from the supervisor's aide, from the public, as well as from commissioners. in general, we heard they wanted to ensure that projects would be reviewed against all plan recommendations, not just meet one or two for consistency consisted on balance. at least this is fully our intent just like we do general plan consistency for projects we'll be doing on balance consistency with the health care services master plan. they ask for clarification consisting in how we recommend the critical need, address this part. doesn't mean all the recommendations are important or critical, but just the ones that we're highlighting are meeting a very important need and maybe consider when we review development projects and maybe they'll get priority processing because they're addressing a need that we thought was very important. we also heard that departments need more planning funds in the budget to monitor and update this plan on an ongoing basis. they want to make sure that they get -- that the data is updated periodically and there is ongoing monitoring and it is a living document, that it doesn't just sit on our shelves. they appreciated the alignment with the planning initiatives in the city, particularly what collene mentioned, the health planning efforts and all of this data will be used to inform other city initiatives. they also appreciated infusion of the health lens in all policies as a very important outcome of this plan. in particular, when developing -- when evaluating development projects that we consider the impacts of health and the impacts on the population. there was a small comment in making sure that the role of [speaker not understood] play in the health care safety net. they are mentioned in the plan, but somebody wanted to make sure that we say a little bit more about how they are important, especially those that provide language access and cultural competent services. and like you heard from collene earlier, there are many services, there are many more -- we have a better ratio of bed per population. there is a good amount of services and, so -- but availability does not equal access. and we heard from the community that transportation and language access were kind of the key issues for them, especially for those folks -- folks who live in the southeast part of the city, the transportation was key. and then lastly, we also heard that ensuring that the roads of the planning department and the department of public health are very clear. ~ roles hopefully the chart liz ended with [speaker not understood] how the land use applications will be processed by both departments. just a quick update on environmental review. we are preparing a preliminary negative declaration published at the edv of july as early as next week. for the benefit of the public, once published, they appeal for the negative declaration 30 days after publication. if we do publish it next week, that would close on august 23rd. here's the timeline in terms of next steps. we're in that first box. we're doing these informational hearings. we released the draft a week earlier so there is public comment. the next steps are, again, the preliminary negative declaration as well as closing public comment. this would take place no sooner than august 22nd. and the reason why we're saying no sooner than august 22nd is because the ordinance requests that a joint hearing by the planning commission and the health commission be held no more than 30 days after the close of public comment. so, if you wanted to hold additional hearings or you needed more time, we could extend that public comment period and make sure that we meet that no less than 30-day benchmark. in the fall, we could have additional commission sessions if desired. and after that, at some point schedule a joint hearing for approval and consideration of the final plan, at which point you would forward it to the board in the winter and they would be approving it in the winter. and then the legislation mandates an update every three years. this is just for the benefit of the public on how to submit public comment. and the reason why it would be a public hearings as well as e-mail or hard copy to the department of public health, and this is just to ensure we capture everyone's comments. it's really hard when staff recalls sort of informal conversation. if we have it all in writing, it is there and transparent. so, this is on the memo. this will be on the website to make sure people know how to submit comments. and lastly on your [speaker not understood], on sort of the development and approval of the process, like i said, and this is a question to you. if you desire, we could hold additional public hearings either separately or jointly with the planning commission before you take action and make a motion for a recommendation of approval of this plan. there is the required joint hearing which is where you would make your approval motion. so, you could let us know today whether you like either a couple of joint hearings or just another hearing on your own before we have a joint hearing. we understand that joint hearings are a little bit challenging to schedule. and then in terms of ongoing and implementation, again, as liz mentioned, your role and the role of the staff would be to consider the consistency determination findings which when being formed by the department of public health, as you review and approve medical use entitlements that are subject to this. and in general, they would so much data in analysis that went into this that we hope that this data would be useful in informing the siting of health facilities and other decision as a whole and to protect the health care needs of the entire community. now with this draft health care services master plan, we almost have that tool at our disposal and ready. now city departments and policy makers have the information and analysis that they need to evaluate the health care service needs of san francisco residents. this information will allow policy makers their queue to plan for sufficient and equitable distribution services throughout the city. overall, supervisor campos is impressed with the [speaker not understood] of the orientation of the plan. we're particularly any further public comment on this item? yes, good afternoon. my name is hiroshi fakuda. just a few comments in regard to the healthy s.f. master plan. i'm not sure there is enough emphasis being put on mental health services. i saw a line in connection with behavioral health medical services. and i think there needs to be a stronger emphasis on the mental health aspect. it is a major problem in the country. we're having a number of veterans returning from the war and i don't think it's being addressed enough. for example, the cpmc matter, they tried to i think reduce the number of mental health beds. in fact, they should be increasing them for the future. now, in regards to the western side of the hospital -- the western side of the city, there are very few -- there's no hospitals on the western side of the city except for the veterans hospital. they're not capable of doing emergency services and i think there has to be a plan in the future for some type of emergency services in the event of an earthquake. we know that it's going to happen some time, and we don't have a plan for that type thing. when there is an earthquake, the west side of the city will be cut off because -- well, because of the quake and the problem [speaker not understood] traffic and the streets. so, i think those things have to be considered in the future. thank you. >> thank you. good afternoon. thank you. my name is cindy young with california nurses association and i'd like to really thank the planning commission, department of public health for the great work that they've done on putting together the planning document for medical services in san francisco. we want to echo the comments that were made by the chinese progressive association folks as well as supervisors campos' office around looking at the consistency requirement as a whole. and then just as a nurse, i want to say that the elimination of the or not including the healthy san francisco program as a part of the critical need is very short-sighted. when we see uninsured patients come into the emergency room or come into the medical services, they are, you know, so sick by the time they get there, the cost to treat them is twice as expensive. that program is absolutely critical. the employer spending requirement is critical and we should absolutely keep that program in place to save the patients of san you. i think this is really great. back when we were debating cpmc years and years ago there was a lot of discussion about how that facility fit within the -- within providing health care in san francisco and there was no master plan at that time. regrettably, the cpmc has now moved forward and we didn't have the tool at that time to actually apply what this plan is presenting to us to that particular project. and perhaps if that had been around -- if the plan had been around, we would have had more tools to evaluate the desirability of the cpmc proposal. so, i'm particularly glad that this is coming forward. in terms of mental health, we also raised mental health issues and psych beds and psych wards and everything. during the cpmc hearings ~. and it seems like even though we raised the issue, it has not been getting a lot of attention even in this plan as was just mentioned by mr. fakuda. i think several of us or more than several of us have visited the psych -- emergency psych unit at general hospital and also set foot within the sheriff's department mental health ward
