Added 3 new generals, PCU for China Laser General and fixed some balance moments.

This mod does not make any changes to the original generals, but adds new ones like if they were in the game originally (or tries to do it :D).

It was a rough year for us, but its time to update you on Generals Evolution Beta 0.31, myself and everything related to this project.
