Ontario unveiled an international study permit allocation plan, focusing on public universities, prioritizing labor market needs and French-language skills, excluding career colleges. It anticipates receiving the highest study permit quota in Canada.

The decline in numbers is not entirely surprising, considering that IRCC had warned of an adverse impact on visa processing timelines in a statement dated October 19, 2023, immediately after Canada was asked to withdraw 41 of its 62 diplomats and their dependents from India.

The move follows a cap on international student visas imposed by Prime Minister Justin Trudeaus government to address public anger over rising rents and housing prices. Ontarios Ministry of Colleges and Universities will also review programs offered by institutions with a sizable number of foreign students to ensure they meet labor market demands.

The proposals will also set limits on work permits handed out after graduation to foreign students who attended some institutions. The permits have been seen as an easy path to securing permanent residency. People pursuing masters or post-doctorate programs will be eligible for a three-year work permit.

This initiative addresses previous instances of abuse in Canadas international student systems, including a case involving the near deportation of 700 Indian students who were deceived with false acceptance letters created by a fraudulent immigration consultant.

Between July and October 2022, the Canadian government processed nearly 146,000 new study permit applications for Indian nationals. However, during the same period in 2023, the figures plummeted to fewer than 87,000, reflecting a substantial year-over-year decrease of 41%. This translates to almost 60,000 fewer student visas processed for Indian students from July to October 2023 compared to the same period in 2022.
