The move is aimed at restricting the development of Chinese technology towards building weapons of mass destruction. The new entities include the Shanghai High-Performance Integrated Circuit Design Center, Sunway Microelectronics, and the Tianjin Phytium Information Technology, the US Commerce Department said in a statement on Thursday.

The FT reports that the US Commerce Department has placed a gaggle of state-linked Chinese firms working on supercomputing technology on the Entity List , the trade blacklist that the Trump Adminsitration once used to bring Huawei to its knees (pressure that Biden is now relieving). Companies on the trade blacklist can t do business with American firms unless they obtain a special license from the US government.

Print this article The United States blacklisted seven Chinese supercomputing companies this week for allegedly conducting activities contrary to U.S. national security or foreign policy, contending that they are assisting the People’s Liberation Army with a variety of activities, including China’s weapons of mass destruction efforts. The Commerce Department announced that the Bureau of Industry and Security had placed the seven Chinese companies on the U.S. Entity List. The U.S. says that the companies (Tianjin Phytium Information Technology, Shanghai High-Performance Integrated Circuit Design Center, Sunway Microelectronics, the National Supercomputing Center Jinan, the National Supercomputing Center Shenzhen, the National Supercomputing Center Wuxi, and the National Supercomputing Center Zhengzhou) are “involved with building supercomputers used by China’s military actors, its destabilizing military modernization efforts, and/or weapons of mass destruction programs.”

US limits exports to Chinese supercomputing entities

The Entity List (otherwise known as Supplement No. 4 to Part 744 of the Export Administration Regulations) contains a list of foreign individuals and organizations the US government has imposed export controls on. It adds entities to the list that it feels are working against US national security or foreign policy interests. “Supercomputing capabilities are vital for the development of many – perhaps almost all – modern weapons and national security systems, such as nuclear weapons and hypersonic weapons, said US Commerce Secretary Gina M. Raimondo. The Department of Commerce will use the full extent of its authorities to prevent China from leveraging U.S. technologies to support these destabilizing military modernization efforts.”
