CTAN opposes junior engineers demand to revise service rule

Dimapur, Oct. 25 (EMN): The Combined Technical Association of Nagaland (CTAN) has opposed the representation submitted by the Power Department Junior Engineer’s Service Association (PDJESA) and All Nagaland Junior Engineer’s Association (ANJEA) to the principal secretary, department of Power and chief secretary of Nagaland demanding 70% of posts through promotion and 30% through the Nagaland Public Service Commission (NPSC). Civil engineers, CTAN serve ultimatum to Nagaland government over recruitment issue

Dimapur, Sep. 12 (EMN): The Civil Engineers’ Association of Nagaland (CEAN) and Combined Technical Association of Nagaland (CTAN) have jointly issued an ultimatum to the Commissioner and Secretary, Work and Housing department to terminate all appointments that have been made without ‘open advertisement’. The associations stated that several representations had been submitted to the department appealing “to terminate all 43 appointments plus six appointments which were made without open advertisement (backdoor appointment),” and the department had also assured to resolve the issue within three months time during a meeting held on December 17, 2019. It stated that CEAN and CTAN agreed in principle to temporarily call off the sit-in after the assurance from the department. “However, despite several reminders and appeals made by CEAN and CTAN, the agreement/decision has not been implemented till date by the department,” read its ultimatum. Combined Technical Association of Nagaland served ultimatum to IT and Communication department

Dimapur, Aug. 24 (EMN): The Combined Technical Association of Nagaland (CTAN) has served an ultimatum to the Department of Information Technology and Communication for immediate requisition of one Programme Officer (PO) post, four APO posts and one Technical Assistant (TA) post to the NPSC on or before September 15 this year. In a press release, the CTAN stated that not complying with its demand would take attract further course of action from it and its 11 federating units. It claimed that the department’s replies to its three RTIs filed between 2019 and 2022 revealed “manipulation” which is in direct contravention to the Service Rule book that lays down the percentage to be filled through promotion and through direct recruitment. According to the CTAN, the RTI reply received in December 2019 said that there were 13 sanctioned posts of PO, out of which one was lying vacant; and 12 sanctioned posts of TA, out of which one was lying vacant. Combined Technical Association of Nagaland demands termination of illegal appointees by June 30

Dimapur, June 8 (EMN): The Combined Technical Association of Nagaland (CTAN) has demanded the termination of “illegal appointees” — 12 lecturers, eight demonstrators and three work superintendents — made between August 2016 and March 2022 under the Directorate of Technical Education. Citing the office memorandum issued by the department of Personnel and Administrative Reforms on June 6, 2016 regarding ban of appointment on contract basis, the association has asked the concerned department to expedite the requisition process and let it reach the Nagaland Public Service Commission (NPSC) by June 30. It went on to say that it will be compelled to file an FIR against the appointing authorities for infringing the fundamental rights under Indian Constitution if the concerned department fails to take action before the end of this month. NVCO demands requisition of vacant posts to NPSC

Dimapur, June 1 (EMN): The Nagaland Voluntary Consumers’ Organisation (NVCO) has urged the state government to strictly instruct/ direct its various departments to requisition the vacant posts as well as the posts occupied through backdoor appointment, contract/ casual/ adhoc/ deputation/ irregular/ erroneous, etc. to the Nagaland Public Service Commission (NPSC) for conduct of open competition examination to ensure equal opportunity to all the eligible candidates in Nagaland.   An NVCO press release issued by its media cell has raised two questions: firstly as to whether the state government adhered to Article 14 and 16 of the Constitution of India in the process of public employment by way of issuing advertisement inviting applications from all eligible candidates and holds a proper selection where all eligible candidates get a fair chance to compete; and secondly, whether the NPSC has constituted a body of sufficient experts where its members are fair and impartial while
