The National Weather Service says wind gusts combined with plummeting temperatures will make it feel like 43 degrees below zero in Portland on Friday night.
With dangerously cold wind chills predicted, the city will operate an emergency shelter at the Salvation Army's gymnasium on Friday and Saturday nights.
