“It’s worse than it’s been since we’ve had the ability to track it,” said crime analyst Jeff Asher. “And it’s much worse.”

Student enrollment has big implications for public schools, and declines can lead to less funding and school closures or mergers.

That could mean urban schools will lose even more students in coming years.

Researchers evaluated a pilot program in Denver where dispatchers do not send police to certain low-level, non-violent calls to 911.

The program reduced reports of crimes including trespassing, public disorder, and resisting arrest by 34% during this period.
