(The Center Square) — New Yorks ethics watchdog commission remains toothless after a state judge ruled that the newly created panel is unconstitutional.

A state judge sided with former Gov. Andrew Cuomo’s argument that a new state ethics commission was created in a way that violated the State Constitution.
