and the answer quite simply is because he wants higher taxes. >> in washington, the nation's governors say they are bracing for what's to come. >> the uncertainty of how much will be cut from where and when can undermine our budget and can also slow the economic growth in our states. >> and governors say the situation is frustrating. >> it is not good to have the sequester talk every couple of months and have a crisis couple of month by not making decisions in members of congress return to washington monday to tie to put an end to yet another budget battle. erica ferrari for cbs news, new york. you must know that nowhere will the impact of the sequester cuts be felt more than right here in the washington area. where thousands of federal employees and contractors live and work. union leaders say federal employees that repair weapons and defend the borders process social security benefits and protect the food supply and keep terrorists off planes are look up to 22 days on furlough and that's by the end of september. they say those furloughs represent a 20% pay cut. and that's after 27 months of having their wages frozen. all that from jay david cox, president of the largest union. he says federal workers have given enough toward the deficit. a man is dead after being gunned down in the middle of the street in front of onlookers near the popular u-street corridor. it happened this morning in the 1900 block of ninth street. we are live there right now with what neighbors are saying. reporter: well, you know this area very well for yourself. this is only a block away from "u" street, two blocks away from the historical howard heat to. neighbors and police say late last night or earl these morning they heard barrage of gun shots and when it was all over the man was dead on the street that man is identified as joseph hardin of alexandria. police arrested 24-year-old cedric spicer and charged him with the murder. police say spicer was still near the scene and officers who responded were able to arrest him quickly. unclear what went -- led up to the deadly shooting. some in the area who i spoke to say they believe this was a result of a fight that began inside a nearby bar and spilled on to the streets. for those of you who know the history of the neighborhoods and efforts to clean it up, you can understand why this shooting is coming with so much concern. >> i thought that it was improved. now i see again back to where we were. we see all kinds of new -- it's not the people that are in the area. people are from somewhere else. reporter: of course, at the time this happened the streets were packed. we are in northwest d.c., wusa. ahead, frightening final last finishes in the nascar race in daytona. and a pilot makes a dramatic escape nascar race in beach -- date beach florida a frightening last lap crash that separates the fans from the track. happened just a short time ago. we are told there are reports of injuries. we don't yet know how many people are hurt or how serious those injuries might be. witnesses say several cars crashed into one another on the track and kyle larson's car caught gaping hole in the safety fence as pieces of his car went sailing into the grandstands. more on that at 11. pilot of a small plane that crashed into tampa bay says it's a miracle he is alive tonight. anthony marsh was landing a single engine piper when the engine cut out. marsh recalls the cockpit filling with water and windchill hitting him in the face. his lungs filled with water but he managed to kick out the glass and find his way to the surface. he stood on the plane's wing until somebody rescued him. just ahead, will the dreary saturday give way to sunshine sometime tomorrow? erica has the full forecast when tell me you will bring this weather to an end. >> the dreary weather will go by the wayside tomorrow. return of the sunshine but it will come at a price. it's pretty pleasant out there right now. we have big improvements in our forecast as i mentioned. it's still 45 degrees. it's close to what our high temperature is today. dew point 42. we had a lot of fog and drizzle around today. that's going to be clearing out of here and our weather headlines you can see why. the coastal storm that brought us that fog and drizzle is pulling away. as it does, we might see some temperatures close to freezing overnight tonight and that could lead to more light icy patches on untreated surfaces. then during that afternoon we will see a lot of sunshine and it will be breezy on the back side of this storm system and that will lead to sunshine and a little bit of a milder trend in our forecast for the next couple of days. 45 in leesburg and manassas. 43 in gaithersburg and fredericksburg. the storm system continues to bring moisture to the southeastern united states. it's an area that needs it so it's good to get that rain. this is all going to move off the coast and not affect us here in the d.c. metro. high pressure moving in instead and that will give us a lot of sunshine as we move into sunday afternoon. mostly cloudy. not too cold overnight tonight but as i mentioned before, some icy spots are still possible with a low of 30 in the outlying suburbs. 36 downtown so no ice in the district itself. partly cloudy to mostly sunny during the morning hours tomorrow. temperatures in the 30s but with that breeze out of the northwest 10 to 15 it's going to feel a little chillier than that and tomorrow we will get up close to 50 degrees. it will be milder and it will be breezy. winds out of the northwest at 10 to 20 miles per hour. we will see a few more clouds developing in the afternoon because of cold air in the upper atmosphere. on monday everything settles down and a lot of sunshine and high of 49 degrees and looks like a great day. tuesday a yellow alert back in effect because of the possibility of a wintry mix tuesday morning. a quick look at your seven-day forecast. and we will see a nice day on wednesday before more wintry weather on thursday. back to you guys. thank you. trying to move on the mound. >> well, it could have been better. >> not worried about it. >> it's spring training. always spring training. first steps back not always the ease y. steven strasburg tows the rub and looks over his sholder a lot. not good for a pitcher. only spring training. strasburg looking human in his brief action today. how about some hockey. looking like the old obe. the russian rocket goes retro reminding people, hey y'all, i'm still here. and georgetown and syracuse, i'll tell you, otto dropping it like all right, here i am. you want to be a work horse? [ male announcer ] the masters on cbs. mounting lawsuits. a gynecologist, secretly videotapes count little patients. -- countless patients. tonight, who the women are suing for damages. >> good evening, everyone. thanks for joy joining us. i'm adam may. johns hopkins hospital remains in the spotlight tonight, as the investigation continues into a well-known gynecologist. he allegedly recorded his female patients during examinations. one class-action lawsuit is already filed and more could soon come. how a law firm is informing potential victims of their rights. rochelle? >> reporter: well, hi, adam. lawyers are jumping to represent patients of dr. nikita levy. one going as far as to hold a town hall meeting in baltimore city for potential victims. >> reporter: from patients to now possible victims. >> i just can't believe it. >> reporter: women who trusted the medical expertise of johns hopkins gynecologist, dr. nikita levy, are wondering if they may have been recorded during their examinations while in the most vulnerable positions. >> that's a violation. >> reporter: the class action lawsuit has been filed in baltimore city kirkit court. >> i believe -- circuit court. >> i believe, frankly, that each and every patient of this doctor, who learned of his conduct, his malicious, wanton, unlawful, outrageous conduct, has suffered damaged -- damage. >> reporter: some are going after the renowned hospital on their own. >> i had no idea that this man was capable of doing such acts. >> reporter: tiasha bell, a patient of dr. levy for six years. >> i even felt so comfortable with dr. levy that i referred my own mother to him. >> reporter: and more expected to file lawsuits in the weeks to come. >> this is a town hall meeting for victims or potential victims of the inappropriate and deviant behavior of dr. nikita levy. >> reporter: the cochran law firm met with the women in the hilton in downtown baltimore city, to discuss the rights of patients. while some rights may be obvious, such as not being recorded without consent. attorneys believe others may go ignored. >> one is a concern about the notification. did johns hopkins notify them appropriately and in a timely fashion or at all? >> reporter: dr. nikita levy worked at johns hopkins for 25 years and saw thousands of women during his tenure with the hospital. he committed suicide last week, prior to the investigation being exposed by media outlets. >> reporter: johns hopkins saying only, words cannot express how deeply sorry we are for every patient whose privacy may have been violated. >> reporter: and johns hopkins hospital said dr. levy was dismissed from the hospital staff this month. but they never said why. i'm rochelle ritchie. adam, back to you. >> investigators believe dr. levy used a camera that was on his pen to record those women. well, wjz is following breaking news right now from florida. a chaotic end to today's nationwide series race at daytona, sent several fans to the hospital. take a look at what happened. >> and contact. smith turn around. tommy stewart is going to win this race. and a terrible crash coming to the finish. >> according to reports, the engine of larson's car, tore apart on impact. officials say several fans were hurt when debris you saw there flew right into the stands. no word yet on the extent of the injuries. we'll bring you more details on the crash, as soon as they become available. a traffic stop in baltimore county lands a local lawmaker behind bars. police say that county councilman todd huff was arrested early this morning on suspicion of drunk driving. officers say huff was driving a county-owned vehicle when he was pulled over in towson just before 3:00 in the morning. according to the arrest report, huff was driving without headlights and smelled of alcohol. the councilman is now charged with driving under the influence and negligent driving. we have an update this eaching on -- evening on the fatal house fire in prince george's county. police say the blaze has claimed the life of a third trial. 11-year-old deja price died late last night. she had been in critical condition since she was pulled from the home thursday. the same fire also killed her two sisters. they were just 8 and 4 years old. and the girls' father also died. firefighters say there were no working smoke alarms inside that home. a murder mystery in northwest baltimore. firefighters find two bodies inside a burning vehicle. now, tonight, gigi barnett explains. investigators say the two were shot before that car went up in flames. >> reporter: city firefighters rushed to this alley in northwest baltimore, just before daybreak friday morning. next to the trash and debris was a car fire. and the 2100 block of north monroe street. firefighters worked to put out the flames. but soon after, they found two unidentified bodies, stashed in the vehicle. >> the bodies were burned pretty badly. and our arson unit is continuing to work with the fire department. we will have the bodies go to the medical examiner this weekend for an autopsy. >> reporter: jerome digs' daughter lives just a few blocks away from the scene. he says he visits her frequently and called to tell her what happened in her neighborhood. >> i said, oh, my god. that's the key. i mean, it's ridiculous out here. >> reporter: firefighters say the cause of the blaze is also a mystery. in northwest baltimore, i'm gigi barnett, wjz eyewitness news. >> gigi, thank you. police say it could take a week or more to determine who those victims are. well, a water main break in south baltimore closes down part of baroni highway this morning. check it out here. this is the scene near holabird avenue, near keith avenue. water main rushing up from a broken water line. right now, it's unclear what caused the break. but officials say it has been shut off. no word when it has been repaired. lots of rain clouds overhead for a good chunk of day. let's check in with bernadette woods. she has live doppler radar. on the bright side today. it was a little warmer at least, right? >> that's right. we'll show you those in just a moment. but we'll start off with first doppler radar. for the most part, the rain has left. but you just saw from that shot. still low clouds. also drizzle out there. but here's where the bulk of the precipitation has gone on. there was drizzle mixed in with this earlier today. with all of that gone, this is what we're left with. even though it's soggy outside. we're sitting at 45 degrees in baltimore. way above freezing. and the entire state is at 40. we'll have to watch for icy roads early tomorrow. and we'll have that forecast coming up. adam? >> more from bernadette in a few moments. also coming up tonight on wjz. a hostile workplace. a disgruntled hospital worker finds this note on her desk. now her employer is paying up. details straight ahead. also, a campus shutdown. we'll tell you why armed s.w.a.t. teams swarm the grounds at m.i.t. it's 45 degrees. pretty gray. couple of spots of rain in maryland now. complete forecast coming up. a report of a gunman at m.i.t. turns out to be a hoax. the campus went on lockdown, after officers received a tip about a man wearing body armor and having a long rifle. m.i.t. sent two text messages, telling students to stay indoor, reports of activity. the prankster ip address was traced to new york. justice today for an african american nurse who said she was switched to another unit because of her race. >> this situation in the neonatal icu was triggered by conduct not within policies. >> the nurse said the father went to her supervisor and said he did not want black nurses caring for his child. the hospital allegedly agreed to his request, even putting up this note to tell other employees that were african american to stay away. hospital officials are investigating the incident. the facility has settled with the nurse who is now back at work. all right. let's check in with meteorologist bernadette woods. this may go down in the record books. i'd love to see some numbers on this. as maybe one of the foggiest, grayest winters i've ever seen. >> it is. it's seeping in once again. after the clouds. rain starting to move away. but it is still pretty gray outside. >> we need light therapy outside. some sunlight. >> we really do. temperature-wise. this is one thing. 45 degrees is where we sit right now. not too bad, temperature-wise. next few days, we've got moderate temperatures coming our way. we'll have all of that coming up in your forecast when we return welcome back, everyone. well, the bulk of the rain and even sleet has moved off to the east. there's still drizzle and clouds outside. here's how it comes together. took you through the majority of this storm system here. and you can see the clouds trying to break up out west. but until the winds pick up, there is going to be fog out there. just a little bit of a breeze. that's it. but that's going to be turning around to the northwest. and bringing in cooler, dryer air, as we head into tomorrow. temperature-wise, though, we're sitting at 45 in baltimore. look at that. 40s across the entire state. 45 has been our high so far today. we started out the day at 32. and as we dropped through the overnight hours, we're going back to about freezing. so north and west of the city in particular. there could be somizey spots on the roads for the morning hours. but as we head through the afternoon, well above freetzing again. next few days, we have fairly mild air coming our way. forecast looks like this. this storm is getting out of here. a little bit of a break. a mix of clouds and sunshine as we head through the day tomorrow. then we're going to have a new storm move our way once again. it is going to start as a little bit of a mix, before changing over to rain. a break sunday afternoon, into monday. then here comes that next storm system on tuesday. when it initially moves into the colder air, we could see sleet, patchy, freezing rain. but it will change over to rain like the last few have around here. so the forecast on the water, small craft advisories will go into effect tomorrow afternoon, as those winds staare the to pick up out of the west. still a little fog out there tonight. cloudy skies. some drizzle will be coming to an end. watch forrizey patches early tomorrow. but then we'll see sunshine returning tomorrow afternoon. breezy. about for our high. cool slightly above average the next couple of afternoons. here's that next storm before changing to rain. by wednesday, it moves away, we're hitting 51. so temperatures not that bad the next couple of days. but next weekend, looks like a new round of pretty cold air comes our way. adam?
