decreasing small business burdens act. this bill is about jobs and it is about economic growth. and it is about jobs on main street. make no mistake about it. essentially the same legislative package passed the house last fall by a bipartisan vote of 320-102. if i may, i want to talk about title 8 of this legislation, which passed the house last april by voice vote and it contains language from a bill i introduced in the last congress h.r. 4167, the restoring proven financing for american employers act. i worked closely with my colleagues across the aisle to craft sound commonsense language to clarify the volcker rule regarding the treatment of collateralized loan obligations. let s talk about the volcker rule and what it does. as currently structured this rule will substantially disrupt the market from c.l.o. s, a vital source of capital for companies that cannot access the corporate bond market. there are s two negative impacts of this rule. it will have a serious negative

two years we ve also launched a program to integrate employment services with treatment, so that we can help those with drug addiction not only get clean but get back to work. i am proud that together we enacted an overdose protection law to provide legal protection to people and especially to health care professionals who are trying to help. i am proud that we are trying to help non-violent offenders get access to college through the nj-step program. and today, i would like to announce our next steps in helping those battling the disease of drug addiction by improving the way we deliver these services. right now there are numerous federal, state, and county government programs, providers and nonprofit partners, who fund and deliver some form of adult addiction services. how to access those services can be difficult and overwhelming when confronted with the unintended bureaucracy of options. contacting multiple agencies and trying to identify the right treatment is challengin
