Punishment is not the governor. The judges, they decide if theres enough evidence and whats constitutional not the governor. In pennsylvania, the governor cant individually pardon someone. He cant do what he did. He granted a reprieve without a time period for every defendant on death row. That is unconstitutional. That is illegal.
