Stoke-on-Trent s Conservatives are celebrating once again following a narrow victory in a city council by-election.
Tory candidate Dean Richardson won the contest in Penkhull and Stoke on Thursday with 582 votes, just 10 ahead of his Labour opponent Lee Polshaw.
