Former Treasury Cabinet Secretary Henry Rotich has been charged afresh with conspiracy to defraud the government more than Sh63 billion in the Arror and Kimwarer dams scandal.
The decision to charge the former CS afresh was occasioned by the Director of Public Prosecutions Noordin Haji withdrawal of charges against some of the accused persons including former Treasury Principal Secretary Kamau Thugge who will now be a State witness.
Rotich was charged afresh alongside former Kerio Valley Development Authority (KVDA) boss David Kimosop, former Chief Economist Kennedy Nyakundi, Jackson Kinyanjui and Titus Muriithi.

Summary
The Director of Public Prosecutions Noordin Haji has withdrawn charges against former Treasury Principal Secretary Kamau Thugge, who will now become a State witness against his former boss Henry Rotich over the Kimwarer and Arror dam scandals.
Mr Haji also withdrew charges against former Tourism and Wildlife PS Dr Susan Koech.
Through senior assistant DPP Alexander Muteti, Mr Haji said the two will be State witnesses in the trial of former Treasury Cabinet Secretary Rotich, other State officials and directors of an Italian company implicated in the scam.

Former Treasury Principal Secretary Kamau Thugge will testify against his former boss Henry Rotich in the Sh63 billion Kimwarer and Arror dams case.
In a new twist in the graft case, Director of Public Prosecutions Noordin Haji informed the court that he had decided to drop Mr Thugge’s charges and in return, the former PS would now be a State witness.
Right before the case started, Mr Rotich and Thugge sat together, having a hearty chat.
