interference, the board respectfully ask that they be turned off. approval of minutes of april 15 and april 30. >> aye. >> item 5, communications. i am aware of none. >> i am aware of one that vice chair was unanimously elected to another four-year term and happhappy that worked out. >> thank you, i am proud to be serving with the board. >> and for the agenda, we will ask mr. riskin. >> item 6. new and unfinished business by board members. >> thank you, with the launch of the on-streetcar sharing pilot program, i have heard from people in san francisco interested in one-way car sharing. and we touched on it and i would like with member consent that staff bring us a report for the option of one-car sharing, and the more i have learned about it and have seen it in action in seattle, another way i think it could be possible and i would like this new to san francisco car sharing option. >> thank you, if you come back to the board with the report. >> can we ask for an update from the taxi division on what is going on with the data we are recovering to look at that dispatch? >> okay, thank you. okay. >> item 7, director's report. >> good afternoon mr. chairman and members of the board and staff and the public and is the sea of blue. we will do the special recognition and put off the rest. but welcome to all of you for being here. for special recognition, first from finance and information technology division, i want to ask travis fox, the chief of technology performance to come forward to recognize one of his staff members. >> mr. fox. >> director nolan, and members of the board, i am here to recognize carlos pedros for the team and he's played a critical role for the team and agency to make it a more effective organization. when he first arrived he tackled the technology process and implemented improvements to save over 60%. and then after that he was the interim manager to help those providing the service for the users. as part of that it freed up for the technical staff to allow to deal with issues and freed up our staff at no extra cost. as an effort to streamline expenses carlos did an analysis of our telephone costs and finally he looked at the copier program and reduced by 25%. while all of these accomplishments from carlos are important and his steadfast systems to be effective makes him a great role model for our team. we are honored to have him as our team and to give him this award for his contributions. >> you want to stay a few words. >> on behalf of the board and directors, thank you for your outstanding and efficient work. >> chairman nolan, members of the board, director, thank you for this recognition. and i would like to thank ali bose and travis fox for the opportunity work with them, this could not be accomplished without the outstanding staff. for the processing of contracts to the i.t. staff that implement solutions and to the staff that process payments, this award is for them. thank you very much. [applause] >> next our director hailey, to recognize a couple of his maintenance teams employees. >> good afternoon, board members, thank you. we talked a lot about what it takes to happen over the wee hours, the late hours to get 800 vehicles ready to be on the street and in service. the short answer is you turn it over to guys like this, this is mr. milton gee, who currently works at flynn facility, which is one of our most challenging environments. where our 60-foot buses that with your help and support are due to be replaced. a very difficult environment. he makes sure overnight in change a -- charge and makes sue that the service gets out. nelson gee is at the terminal and you can see he's blinking to get used to the light. where he works as we have seen is a challenge to get the facility in shape. so a gentleman like he can perform their jobs. with that, i will turn the floor over to them. we have a safe and reliable system because of individuals like this that have a long and reliable record of success and doing their jobs to the highest level of professionalism. let you hear from them. >> mr. gee, thank you for your outstanding work and on behalf of the board of directors and the people of san francisco, appreciate the great job you do. >> thank you, i want to thank everyone for acknowledging us, for me for this award. say thank you to mr. hailey and my supervisor, david lee for electing me for this award. thank you. [applause] force for >> the regular calendar. >> for the record, item 8, citizen advisory report, i don't see mr. weaver here. and move on to public comment, this is an opportunity for members of the public to address matters within the jurisdiction of the sfmta and hand those up. we will start with (inaudible). >> good afternoon. board members and fellow folks, i have been a parking control officer for the city of san francisco for over 22 years. when i started with the city, the metered ticket was $12, today the metered ticket is 64. that's about a 500 percent increase, my salary didn't go up by 500 percent. and basic items we use every day go up 600%. sfta took us over in 2006, but increases have not materialized. we did get an increase in pay but due to health care and retirement. our classification is the lowest classification, even though we produce the most funds. other classifications get paid well and they produce less then we do. we want fair treatment and fair wages. we are not asking for hand-outs or to be special. back when i started with the city, the job demanded a few things, today the job demands more. enough is enough, it's time for us to get paid. mr. riskin, i am quoting in your response to the san francisco control audit, you said that you understand how hard and stressful the job is, we need you to show us how much you appreciate us by giving us the raise that we deserve. most of us live paycheck to paycheck, mta needs to recognize as hard-working people and we appreciate the fact that we have a job. thank you. [applause] mrs. edwards. michael young. is mrs. edwards going to speak? no. michael young. >> mrs. edwards? are you going to speak, okay. >> good afternoon. >> good afternoon, my name is ke keatra edwards, i want to talk about our pay raise. i work for the department for street cleaning and the average tickets are $800 a day, and those would pay my salary, just one. we are becoming below average and working overtime to make ends meet. the only one to gain is city, is because when we work overtime we make less, we work very hard and our job title continues to grow. it started out with three items and now more and we don't get paid for it. we ask for the board to recognize that we do need a raise, thank you. >> michael young. >> good afternoon, members of the board, director riskin. my name is michael young, i haven't been with the department too long. i can't understand why a successful program that brought in revenue was canceled. well, i can, actually, because our mission statement for sfmta enforcement is to facilitate traffic throughout the city. when the mayor says we need metered money, i am a revenue generator. we do more than your buses and more than the proof of payment people, pay us compensably. that's all we are asking, we are asking for a decent wage for a difficult job. and a little respect from the board. a little respect from mta, it's not a lot. we are 16% behind the cost of living, 16%. that's unconscionable, especially in a union city where they have worked for years to make sure that everyone has a decent wage. has a decent standard of living. we deserve that too. thank you. >> thank you. [applause] >> howard strafter. followed by travis adams, he's the last one with a speaker card to speak. >> good afternoon, i am here to speak again about the need to educate the public. the mayor's action that we don't need to collect parking meters on sunday afternoon. that's an illustration of the thing. it's okay to do transit first and do your service, but people in the city don't understand the relationship of parking and what it means to transit. all over this country driving is subsidized to a greater extent than san francisco. people come here why do i have to pay for any other, no one else does. and you have to explain that they couldn't get anywhere if muni wasn't here and didn't operate. i wish i could help you do it, but i see this crying need to spend more time and effort and more money -- which you don't have much, but you can put signs in buses and get people talking about this. we can't have the media always say parking is a problem, and muni didn't work, and everyone caves to it. it only will get worse if we keep making it easier for cars and everything you do makes it harder for them. it will get worse and worse. so you have to get people with background and knowledge and pr experience to explain the real situation in san francisco. all the innovative things about parking and moving people, none of them understand them. they see right in front, where is that parking space. they don't understand what you are doing and what people voted for with the resolutions and the charter changes. they are beginning to work and you are at the cusp of it happening. try to develop a program of what you are trying to do and how it helps the drivers. the city cannot prosper without muni. >> thank you. >> trevor adams. >> good afternoon, board members and mr. riskin and my fellow ppo's. i have been a ppo for seven years and a san francisco native. i was born and raised here and i have seen a lot of change in the city. i love working here and i used to love living here until i couldn't afford it anymore. and i am one of the representatives in the negotiations that is representing the ppo's that control this city and the park and violation and direct the traffic it keep our city moving. during the proceedings i have concern about how they go. and a lot of things need to change when it comes to making sure that we have a fair amount of time to negotiate our service critical contract and certain things that mean something to us are addressed properly and not put to the side. and also i want to ask the board to reassess the value of each and every pco and what we mean to the agency, we are a vital department to the agency. and we carry more than our fair share, we want to be compensated accordingly and treated accordingly, that's a big part. in my department i constantly see the uproar of pco's growing resentment to the agency and i don't see that in the agency down the line, i think that should be addressed and soon. >> thank you, sir. [applause] >> leah berlanga. >> good afternoon, i am the negotiatior, the third contract i am negotiating for the unit. i have to say most of you are new, some i haven't met before but some here the last couple of contracts. this unit, the parking traffic officers have saved the mta many times. some of you remember in 2009 and 10, we showed you where you were losing money and how to run more efficiently. we came forward with great ideas to help mta run efficiently. and i am disappointed this time around we are not negotiating with anyone that understands the mta. we are negotiating with the city and councty of san francisco, oe of their staff members. and that's unfortunate because we are not able to address serious issues on the table. we have only negotiated a few days and have serious issues on the table yet we don't have people come once in a while to speak to it. we don't have chief people that can address serious issues we have brought forward. we only have two more days, and we just learned tomorrow we will meet for an hour or two. and that's unacceptable. and that's very disrespectful to this process. and all we are asking that you send someone to the table that can negotiate with us, so we can resolve this. we needs to get done quickly, we never have had to go to arbitration ever, and it looks like we are going this time. i ask that you look at the faces in this room, they deserve your respect and a negotiation process. thank you. >> yes, start with kate savetty. >> good afternoon, i name is kate sevetty, i am a long-term resident of the ingleside district, and san francisco native, i am active in the community. part of the work we have done in the community, we have had a number of committees with regard to the collaborative effort to bring ocean avenue and the retail district of ocean avenue up. and to be responsive to our communities. it's interesting that ocean avenue is that ribbon of actually retail traffic, transportation that knits many diverse communities in our area together. they are all very diverse community and we are excited about the public plaza, because the public plaza will bring that entry level to ocean avenue and looking forward for arts and culture and a place to meet and greet and to have fun. i am here to support very strongly the naming of the plaza as unity plaza. because it is the crowning of knitting our diverse communities together. and it adequately reflects that, by way of reference, the naming committee was a democratic process. and this is one of the suggestions from the community and ordered upon by the members, by a majority of members of the committee, thank you very much. >> next speaker, please. >> roland gordon. >> good afternoon. >> i am reverend gordon, 36 years pastor of ingleside presbyterian church. in 2000, they were going to tear down the open air portion of the bus turn-around, and keep the bathrooms. and mayor brown along with supervisor nelder, and appeared before the board not to tear it down and for me to be part. we were named the loop, and that's what i want to show you. the gordon memorial peace garden, i was on the committee that selected the name unity plaza, which i totally support, only doesn't have a world vision. and from the berm, we have love is the answer, and i have produced an affirmation that we plan to go to the united nations to get the world on the same page working for peace. we are in a critical time as human beings on this earth, we are on a bigger vision than local unity plaza, we have those in san francisco and the african-american boards are programmed for violence, and the card you will see is called the san francisco world peace affirmation. it was an affirmation that was developed (inaudible) and after san francisco is named after, and he gave a guideline of how to be an instrument of peace. i took those same words and made an affirmation -- excuse me, it goes, i am an instrument of peace, where there is hatred, i will promote love. where there is pardon and doubt and faith and sadness... bottom line we are on a world vision. and unity plaza doesn't expand. that property is dedicated and sanctified -- >> thank you, your time is up. >> members of the board, we understand that the committee that supports the staff recommendation for unity. right. is there a motion on this one?
