Starting July 1, both residents and nonresidents alike will be able to conceal carry in Wyoming without obtaining a special permit, provided they can legally possess a hand gun in the United States. Governor Mark Gordon signed House Bill 116 into law on Tuesday which will give nonresidents the ability to conceal carry without a special permit once the new law goes into effect July 1, 2021. Anthony Bouchard (Laramie County), a sponsor of the bill, said on first reading in the Senate that the legislation would allow anyone who can legally possess a firearm in the United States under U.S. Code § 922 to conceal carry in Wyoming without a permanent whether or not that person resides in the state.

Wyoming Governor Mark Gordon signed Senate File 34 into law, a bill with the catch-title “Born alive infant-means of care.” The bill will update Wyoming’s abortion law effective July 1. The previous law and the new law can be compared as follows Article continues below. Statute before the changes: “The commonly accepted means of care shall be employed in the treatment of any viable infant aborted alive with any chance of survival.” New law: “The commonly accepted means of care that would be rendered to any other infant born alive shall be employed in the treatment of any viable infant aborted alive. Any physician performing an abortion shall take medically appropriate and reasonable steps to preserve the life and health of an infant born alive.”

The Wyoming Senate debated Senate File 34 during their Tuesday, March 2 floor session which proponents argued would ensure that infants born alive when an abortion is performed would be given the same “commonly accepted means of care that would be rendered to any other infant born alive.” “It is my hope that we can all agree that once a child is born alive, all rights apply equally under the law,” the legislation’s primary sponsor Sen. Cheri Steinmetz (Goshen, Niobrara, Weston County) said. “We have seen evidence this last year in Wyoming that we will go to extreme measures to to save just one human life. This has been exemplified in measures taken to fight COVID-19.”
