Title for this panel is real world scenarios illness catastrophe and governmental response. The idea is to give a sense of the practical realities of the 1947 statute. Now i have the great honor introducing our distinguished panelists. Dr. Joseph j fins he is the e William Davis jr. Md professor of medical ethics at wild cornell medical college. Hes also visiting professor of law and Solomon Center distinguished scholar in medicine bioethics and law at yale law school. It came about because of a 30 year dream and Organization Called the of Communism Memorial Foundation, which was formed which was formed shortly after the fall of the berlin wall. And then it was this one will amuse you. It was authorized by a unanimous act of congress in 1993. And then into law by president bill clinton. And the purpose of it was to educate and more realize the history of communism. These would be the victims that it created. This grand holocaust that so many people didnt know about. And america had been so good about educating about the the holocaust. During World War Two of the , others. But people didnt understand there was this similar holocaust that created victims of communism. And so thats the initial impetus. But this took so long because initially the foundation was focused on building a memorial and theres theres a memorial to the vic
