The University Grants Commission (UGC) — a statutory Organization of the Government of India has released draft guidelines on the recognition of colleges.

According to UGC Chairman Professor M Jagadesh Kumar, no foreign HEIs can conduct programmes in India without obtaining prior approval from the Commission.

The Delhi High Court in its order has said the UGC to take appropriate necessary actions against the Universities and colleges offering unspecified degrees. 

SC/ST cells had to be formed at all colleges, universities and deemed-to-be universities since the 1990s. The mandate has been changed by UGC since then

UGC Secretary Manish Joshi stressed that the UGC has found that a number of educational institutions are giving degrees in contravention of the rules of the UGC Act
