MANILA - Some areas in the country will experience rains caused by the shear line, easterlies, and the northeast monsoon or "amihan", the weather bureau said Wednesday. Scattered rain showers and thunderstorms will prevail over Batanes and Cagayan, including the Babuyan Islands, due to the shear line. Flash floods or landslides are likely during moderate to heavy rains. The northeast monsoon, on the other hand, will bring isolated light rains over the Ilocos provinces, Apayao, Abra, and Kalinga. The rest of the country will have isolated rain showers caused by localized thunderstorms. Moderate to strong winds and moderate to rough seas will prevail over Luzon, the Visayas
