The senate bill, like the house bill that passed last month, phases out extra federal funds going to 31 states that expanded medicaid the Insurance Program for the poor under obamacare. Both bills keep the obamacare rule preventing Insurance Companies from dropping anyone with a preexisting condition, but allow states to make up the costs by dropping essential benefits. Both
