According to the annual report of the Ministry of Home Affairs, there are 4,153 Village Defence Groups (VDG) and 32,355 Special Police Officers (SPO) engaged in Jammu and Kashmir for various security responsibilities. The security situation in the region has been affected by terrorist violence sponsored from across the border for about three decades. The VDG scheme was notified in 1995 and has since been revised. The VDGs, also known as Village Defence Guards, serve under the supervision of district police officers. The SPOs, on the other hand, were introduced in 1995 to provide auxiliary help in the fight against terrorism. Their remuneration ranges from Rs 6,000 to Rs 18,000 per month based on their experience.
