New Public Art Installation In Downtown Tulsa Highlights Citys Past, Bright Future A special piece of art is now on display outside the Cox Center in downtown Tulsa. The piece is called Highlight. Tirado says the giant two-pronged plug pays tribute to downtown Tulsas Blue Dome District and represents the citys past reliance on natural resources. Credit Matt Trotter / KWGS The Tulsa City Council wants to give the Muscogee (Creek) Nation two more years to decide whether it can commit $16 million dollars to building an Arkansas River Dam near 101st Street.
