EAST LYNN, W.Va. â Wayne County law enforcement said a âmajor heroin dealerâ was arrested Tuesday after a lengthy investigation into heroin sales in the East Lynn area of the county.
Terry Lynn Stephens, 56, and his daughter, Rachael Danielle Stephens, 35, both of East Lynn, were jailed at 9:15 p.m. Tuesday.
Both defendants were charged with conspiracy to deliver heroin, while Terry Stephens also faces a charge of possession of a controlled substance with intent to deliver. Rachael Stephens was also charged with aiding and abetting.
According to Wayne County Sheriff Rick Thompson, their arrests came during a traffic stop that was the result of a lengthy investigation by the Wayne County Sheriff Drug Enforcement Unit. The investigation started after the sheriffâs department received multiple tips on Terry Stephens.

HUNTINGTON A retired employee has sued the Wayne County Board of Education and others, saying he was wrongfully accused of obstructing an investigation into and taking party in a criminal conspiracy regarding theft of board property.
David Eugene Sammons filed the complaint February 1 in U.S. District Court against the board, Superintendent Tod Alexander, the Wayne County Commission, Wayne County Sheriff Rick Thompson, Deputy Sheriff Harry Sowards and Howard Meddings. He also says several of the defendants were guilty of obstructing the investigation.
All of the parties also are central to a related civil lawsuit filed last year by two other former board employees who say they were prosecuted to intimidate, embarrass and harm their reputation and credibility and to prevent Katrina and James Reeves from keeping their jobs.
