Gov. Bill Lee created the program for people convicted under a previous law that required harsh sentences for drug crimes within 1,000 feet of a school.
Wayne Potee waited for three years after filing a clemency petition under a "fast-track" program. Earlier this year, Gov. Lee quietly killed the program.
Lee announced in 2021 that he was fast-tracking clemency petitions for inmates serving mandatory minimums that had since been repealed. Earlier this year, he scrapped the program with applications still pending.
