According to a new report from XDA Developers, Microsoft does have an exclusivity deal with Qualcomm. The site says this is the primary reason competitors like Samsung.

In a nutshell: Samsung has added two Snapdragon-powered models to its Galaxy Book series of laptops. Although they carry the same Go moniker as seen on Microsoft s 2-in-1 Surface Go, Samsung s bigger, 14-inch thin-and-light laptop features a traditional clamshell design and uses Qualcomm chips. These include the Snapdragon 7c Gen 2 on the base model and the more powerful, 5G-capable Snapdragon 8cx Gen2 chip on the higher-end variant.
We recently saw Qualcomm s announcement of its new Arm-based compute platform for entry-level, affordable laptops called the Snapdragon 7c Gen 2. Among the first devices to feature this SoC is Samsung s Galaxy Book Go series.

This year, Qualcomm s Snapdragon Technology Summit was held as a digital-only experience, thanks to the COVID-19 pandemic. Journalists like myself would rather be in Maui right now, as it s all the more depressing to look at my on this day memories from the last few years.
At this year s event, the firm introduced the Snapdragon 888, the chipset that will be included in next year s flagship Android phones. And that s it. There was no mention of Windows on ARM at all, and it s something that seems to have many bewildered. After all, Apple announced that it was transitioning its whole lineup to ARM earlier this year, and its custom M1 chip just hit the market in the MacBook Air, MacBook Pro, and Mac Mini.
