As the first mega university, the University of Phoenix showed how a focus on working adults and career education could work at scale. Almost a decade ago, though, Phoenix began a long slide. The university’s enrollment last year of 84,000 was roughly one-fifth of its peak.

There’s a story of contrasts that runs through the center of Colorado’s record on higher education: The state has one of the most highly educated populations. But its record on getting many of the residents who grew up there into, and through, college is much worse.
