Biden slams GOP while Trump urges voters to reject Democrats

KYIV, Ukraine (AP) — Russian-appointed authorities say they are working to partially restore power in the occupied Ukrainian city of Kherson following what they have called a Ukrainian terrorist attack on power lines.

Ukraine accused Russia on Monday of looting empty homes in the southern city of Kherson and occupying them with troops in civilian clothes to prepare for street fighting.

Kyiv's mayor has told residents to consider leaving the capital in the event of a complete blackout.

Meanwhile, President Volodymyr Zelensky said late on Sunday that about 4.5 million people were without electricity.

The mayor of Kyiv, Ukraine’s capital, is warning residents that they must prepare for the worst this winter if Russia keeps striking the country’s energy infrastructure. Vitali Klitschko says that means he cannot rule out residents having no electricity, water or heat in the freezing cold.

Ukrainian President Volodymyr Zelenskiy has told Ukrainians to brace for potentially more Russian military strikes on the country’s already damaged energy infrastructure as the mayor of Kyiv told residents of the Ukrainian capital to consider leaving temporarily if the city lost power and water.
