June 10, 2021 MONEY appropriated by Congress for a big-ticket local project must be spent, often in a rush and with little concern for its effects during the construction and the problems it causes when opened and used.
To the Cebu City Council, that was sharply demonstrated by the P800 million Mambaling underpass, for which Cebu City commuters in the south district suffered a two-year ordeal from its construction in 2017 until its opening in June 2019 only to find little or no letup in the flooding and traffic problems the project was supposed to solve.
Vice Mayor Michael Rama in last April 28’s Sanggunian session used the word “stupid” nine times in describing the project. A Department of Public Works and Highways (DPWH) official admitted to the City Council on October 14, 2020 that implementation of the project was “a mistake from the start.”

PHUKET: Traffic passing through the Darasamut Underpass will be affected on Wednesday (May 5) while the Phuket Highways Office carries out cleaning to remove sand and trash from inside the tunnel.

According to an announcement by the Phuket office of the Highways Department, traffic through the underpass will be affected as the lanes will need to be closed whluie the cleaning is being carried out.
The southbound lane will be closed from 9am to midday, while the northbound lane will be closed from 1pm to 4pm, said the announcement.
Three die as car overturns near Kalma Chowk underpass

LAHORE: Three youths were killed and another one sustained injuries when their speeding car overturned near Kalma Chowk Underpass here on Wednesday. The deceased were identified as Suleman, Ismaeel and Ghulam Mohyuddin. The injured identified as Raheem was shifted to hospital.
Twenty-two-year-old Ismaeel of PIA Housing Society Sattukatla and his other friends Suleman and Ghulam Mohyuddin were on their way to Barkat Market from Liberty Roundabout in a car when the driver lost control over the steering and the car rammed into a pillar near Kalma Chowk underpass. The accident was so severe that the car overturned and caught fire. The injured were rushed to hospital where doctors confirmed the deaths of three friends. Bodies were shifted to morgue.

Mambaling underpass (File photo) April 05, 2021 CEBU City Mayor Edgardo Labella asked Department of Public Works and Highways (DPWH) Secretary Mark Villar to send in experts and look into the “functionality and structural integrity” of the underpass along N. Bacalso Ave. in Mambaling, Cebu City.
In a letter addressed to Villar dated April 3, 2021, the mayor said that the multi-million underpass was heavily flooded within just 30 minutes of rain.
“This made the area unpassable, causing vehicular traffic in the area, which is a busy thoroughfare in Cebu City. This is now becoming a normal occurrence during the rains in Cebu City,” Labella said.
