This effort by the U.S. Section of the International Boundary and Water Commission is yet another action taken to discourage people from violating rules along the levees. But for the past decade or so, many have violated rules against ATVs, discharge of firearms, camping and other prohibited activities that cause disturbances and put community members and ecosystems at risk.
